The Third Rome, the Russian Empire formed itself from the Principality of Muscovy into the empire it is today through the conquest of its neighbors, be it human or nonhuman. The nobility is itself purely human, with the lower classes consisting of humans, Novgorod Ice Elves, Caucasian dwarves, Mongolian dragon-kin and Siberian giants its conquered throughout history. The lower classes found itself under serfdom for the longest period of time, before only recently being emancipated fifty years ago. Unfortunately, the Russian bear is a beast prone to slumber, and therefore always behind those awake and alert.
Politically, it finds itself under increased strain as the lower classes seek greater representation and reforms against abuse from landowners and factory owners. Likewise, the Tsar is less than eager to give up his own power to the peasantry. Economically, it finds itself on the up-and-coming as it finishes it's grand infrastructure achievements and as its middle class develops following the emancipation of the serfs, along with its vast resources. Militarily, it finds itself vastly numerous but under-supplied, and will use its vast reserves to overwhelm any enemy.
