banning on official

Set the Server to RANKED and CUSTOM preset in his Nitrado account/server configuration board whatever he has to get the shit done
-Restard the server and wait till its booted up
Open procon and have fun banning the shit out of niggers
when he is finished banning restart procon to fix the banlist and recheck if everything is still there
If so open up the server config on nitrado or wherever he has it and set the server back to OFFICIAL
restart the server and the player is not able to join the server
either he is able to join and gets kicked with a banmessage or he is getting an error when trying to connect

Another tip for him would be to create an account @anticheatinc.net to have access to playerdatabases and especially their PB guids (certain number/code related to one specific players account) means if the guid is banned the account is rip on the server, if he bans by name he could just change it and hes in again
ye been wondering the same tho but it keeps the banlist apparently
