Short memo's, or FC short messages, are only available for viewing from within the FC. So the short message was specifically mentioned within the report they recieved. I think this is quite clear.

Please don't underestimate how far I will go to uncover you, this is simply not tolerable. I promised Sanjo this FC would be safe for everyone, a chill place for free speech. That includes Dave. That includes you. If you have an issue with what he is saying, please, do say something into FC chat and we can see how our other members will react too.

This is a formal warning that I am indeed not very pleased and will be watching, very, very carefully, for any who would disrupt the safety of our fellow members.
