  6. Existing and proposed laws, especially as relate to the US Patriot Act,
  7. etc., provide for secret warrants, searches and seizures of data, such as
  8. library records.

  10. Some such laws provide for criminal penalties for revealing the warrant,
  11. search or seizure, disallowing the disclosure of events that would
  12. materially affect the users of a service such as those provided by
  13. Silent Circle LLC and subsidiary domains and services.

  16. such warrants and their provisions for secrecy as legally prescribed by US
  17. law.

  20. the form of a cryptographically signed message containing the following:

  22. - a declaration that, up to that point, no warrants have been
  23. served, nor have any searches or seizures taken place
  24.  
  25. - a cut and paste headline from a major news source, establishing
  26. date
  27.  
  28. Special note should be taken if these messages ever cease being updated, or
  29. are removed from this page.

  31. This scheme is not infallible. Although digitally signing the declaration
  32. makes it impossible for a third party to forge arbitrary declarations, it does
  33. not prevent them from using force to coerce us to produce false declarations.
  34. The news clip in the signed message serves to demonstrate that that update
  35. could not have been created prior to that date. It shows that a series of
  36. these updates were not created in advance and posted on this page.
