turtle will start in the starting position
	every time the turtle moves it will check its fuel if it needs fuel it will
	refuel using slot 16 and when 16 is down to 1 it will refuel and place a enderchest
	from slot 15 and restock it's 16th slot.  After refueling it will return to its duty

	every time the turtle moves it will check for a full inventory any item in its 13th slot
	if it has items it will turn around place the ender chest in its 14th slot and will drop
	all items into that chest slots 1-13.

the turtle will mine the level it is on pluse the level above it in the 12x12 in front of it

it will go up 3 levels and will then mine the 12x12 its level + level above + level below
it will go up 3 levels and will then mine the 12x12 its level + level above + level below
it will go up 3 levels and will then mine the 12x12 its level + level above + level below

after it will return to the starting position

it will fill the 1st slot with items from the sapling chest and then it will plant the 8x8 area in the center of the 12x12 mining area.

after replanting the 8x8 it will return to its starting position
