Private companies contracting social workers:

Note: The ones I know of that actually preform apprehensions are rocky view, hull, Mcman, but I don't know if the others are purely contracted for foster care.
Note:  (Regarding the job title of the people who are taking children from their parents) they are titled differently by agency but they call them selves things like, high fidelity wraparound workers, intake workers, investigators, cart team (which is made up of usually a social worker and a cop.) These workers are often not licenced and not required to be.
