Mark McGrath, candidate for the Troy City Council in District 2, a seat he held for 4 terms from 2005 through 2013, has requested that mayor Lou Rosamilia and the City of Troy Industrial Development Authority (IDA) remove both IDA chair Kevin O'Bryan and Executive Director Bill Dunne due to their conduct concerning IDA procedures and requirements. McGrath said "last week, they violated open meeting laws by entering into executive session in order to keep the public from hearing about an audit of their organization and an investigation into one of their members, both of which are not topics appropriate for executive session." McGrath was referring to an audit by the NYS Comptroller's Office, which is a public document open for public consumption and, as such, must be discussed in open session. McGrath also noted that it is illegal to enter into executive session simply because they are discussing something that may be embarrassing or paint the IDA in a negative light, such as when discussing the potential incompetence or wrongdoings of a member of the authority.

  7. The NYS Comptrollers Office has been critical of the City of Troy IDA and has stated they have launched an investigation into their practices. "This is just one more instance of shady conduct on the part of the city's Director of Planning and Development. Where will it end, and at what point will Mayor Rosamilia step in and make the necessary and overdue changes to his administration?" McGrath asked.
