More Expensive Warfare Mod v1.0

An attempt to unfuck the combat of EU4, making combat more risky, more expensive, more realistic, and drops the amount of "overrun" armies and the cost of raising infantry while drastically increasing the cost of maintenance. Mercs will be your new best friends, war exhaustion will happen, and war taxes will become utterly necessary.
