  200. A dedicated Crow server. Given the focus on exsurgents, territory size, and strong structuralist tendencies, it's quite reasonable to set this server operating near the TQZ. Being poor in human resources, we might say it has no sentinels at all, no real contacts outside of Firewall, and relies entirely on other servers to bring in research material. Rich in material resources, they likely have quite a well equipped lab. The scope says the server is highly focused on the research/development mission (hence the dedicated crow server), but as a research server it makes sense for it to have a greater target specialization than is indicated. Still, exsurgency probably isn't the only thing they study. Non-exsurgent TITAN artifacts would be likely. WMD access might be represented by having the lab rigged to blow in the event of containment failure. Morally black might be represented by studying exsurgent infection in live, intentionally infected forknapped subjects.

A few of the proxies are members of CID. Keeps very few material resources but has access to a large blueprint library that can help sentinels and proxies make what they need.

  232. This one is interesting. To reconcile cyber ops with the organized crime ties, well equipped human resources and very poor material resources, we might say that it mostly uses shady contacts to monitor darkcasting. The internal affairs target is a weak focus, so perhaps the server is frequently used to monitor suspicious activity by other servers. And maybe the Promethean pulling the strings behind the scenes provides additional help with cyber ops from time to time.
