  33. So say you John.
  34. I've had no other committee member or non committee members in attendance at the meeting ask for more of an answer on this unsponsored legislation. If they did, I would repeat my answer that you received as they are they facts. Maybe you missed some of the conversation on one of your many disappearing acts you seem to have at meetings you attend. I can only assume that all answers will be unacceptable to you until you get someone to state what ever reason you are looking for. Maybe you should answer the question yourself since the facts are unacceptable to you and you only at this point.

  50. Totally unacceptable and irresponsible answer.
  51.
  52. Plus your snarky remark is an insult to all those at the meeting who were inconvenienced by the unprofessional and embarrassing circumstances taking place under your responsibilities as Committee Chair.
  53.
  54. You provided no answer whatsoever. ..and yes, as a bona-fide GS Committee member I do expect much more of an answer to a very simple question.
  55.
  56. Carmella. .. please provide the group with an explanation beyond the non-answer insulting response received.

  89. Actually it absolutely does not. Answer my questions. As Chairman of the GS Committee it was Your responsibility to see that the Proposed Legislation was passed on for our Special Assembly of Council and Administration and In Place. . They were prepared ... we were Not and it was On You. . Please explain fully what happened and stop dancing around this issue. Someone screwed up.
  90.
  91. Transparency and Accountability ... lets practice and not preach. Awaiting a legitimate answer to a straight forward concern issued by a committee member.
  92.
  93. So please lets dispense with the horseshit.

  104. Well John,
  105. You were there. Mark is only writing what we heard. The facts are right.. There was no sponsor for the legislation that the mayor sent to the city clerks office. The council president receives that information and makes a decision to add or not add the legislation to a meeting. With no one sponsoring that legislation, her call was to hold it until it could be introduced properly.
  106. Hope this helps answer your question.

  122. GS Chair ...
  123.
  124. The following appeared in today's edition of the Troy Record.
  125.
  126. "The conversation was interrupted briefly when Kurzejeski brought up two pieces of legislation outlining the terms of a three-year proposal to instutue the program. Though Kurzejeski said the mayor’s office had submitted the pair of ordinances to the City Clerk’s Office last week for inclusion on Monday’s agenda, but City Clerk Patricia O’Brien said they had not been approved for inclusion by council President Carmella Mantello. Mantello was also absent from Monday’s meeting"
  127.
  128. Its unfortunate that this mishap occurred the other evening inconveniencing all in attendance...
  129.
  130. It is also unfortunate that, as a Committee member I must read about Council activities in the paper rather than get an explanation from the Committee Chair or the Council Prez. on what happened.
  131.
  132. Please provide an explanation by tomorrow for the failure to have necessary paperwork and back-up in place for Monday evenings' special meeting regarding the Sanitation Fee proposed legislation. There are people in my district who would like an explanation ... including Me.

  148. The GS Chairman was asked to explain to all members of the Committe, Council and Administration as to why the proposed Legislation items regarding the Sanitation Fee and Memo of support was not provided in advance of this specially scheduled meeting.
  149.
  150. The failure to provide this detailed information prior to the special meeting caused substantial delays in conducting this meeting caused a major inconvenience to all members present and seriously inhibited informed discussion of this important matter.
  151.
  152. I would appreciate a response from the Chair or Council President this morning.

  193. TROY, N.Y. >> Less than a week before voters are scheduled to go to the polls, the Democratic candidate to represent District 6 on the Troy City Council asked that his Republican challenger be removed from the ballot, claiming he does not actually live in the district.
  194.
  195. In a complaint filed Wednesday with the Rensselaer County Board of Elections, Democrat TJ Kennedy asked that Jeffrey Belschwinder be disqualified from the race because, city city and county records, he said Belschwinder purchased a home this summer outside the district he is looking to represent on the seven-member council. If Belschwinder were to be elected, Kennedy argues, it would be in violation of the City Charter, which requires that “council district members shall be at the time of nomination, election, and during their terms in office, qualified electors resident from the district from which each is elected.”
  196.
  197. “Jeffrey Belschwinder does not live in City Council District 6 where he is legally required to live per Troy City Charter in order to be an eligible candidate for the 2017 election cycle,” Kennedy writes in his complaint. “The Candidate’s residence at 16 Clark Ave. is located in City Council District 5, and therefore his name should be removed from the election ballot.”
  198.
  199. Accompanying the complaint, Kennedy provided copies of records indicating Belschwinder and his fiance, Brittany Bishop, purchased the Clark Avenue home from Paul and Donna Pignatelli in June for $127,500. Those records also indicated the couple acquired the property using a mortgage through the Federal Home Administration that requires the home to be owner-occupied.
  200.
  201. Belschwinder, who has lived on 2nd Avenue in South Troy with his parents and formerly provided photographs for The Record, denied any wrongdoing in a statement emailed Friday afternoon. He explained that FHA regulations only require one of the borrowers to live in the Clark Avenue home, and while his fiance does live there, he remains with his parents.
  202.
  203. “I was born and raised at 412 2nd Street in South Troy,” Belschwinder wrote. “This desperate, last minute attempt by my opponent to distract from his ineffective campaign is sadly more politics as usual.. Unlike him, my campaign is based on issues important to Troy voters, and I have presented them with solutions, which is why I’ll win this coming Tuesday.”
  204.
  205. The District 6 seat was a source of controversy earlier in the year, as well, when city Republican leaders refused to endorse incumbent John Donohue in his re-election bid, even though he had the party’s support when he topped Democrat Wayne D’Arcy at the polls in 2015 to replace Gary Galuski after that Democrat reached the charter-mandated limit of serving no more than four consecutive two-year terms. Donohue had every intention of running for a second two-year term, gathering twice the needed signatures to assure himself a spot in a Sept. 12 GOP primary against Belschwinder, but county election commissioners Edward McDonough and Larry Bugbee threw out all of Donohue’s signatures because Donohue did not correctly complete required certifications on his petitions.
  206.
  207. Donohue claims he was set up by Bugbee, the Republican commissioner, whose incomplete instructions he blames for being thrown off the ballot. Unwilling to reach into his own pockets to pay the estimated $7,000 cost to challenge the disqualification in court, Donohue initially bowed out of the race altogether, but changed his mind and decided to mount a write-in campaign to take a stand against the political gamesmanship he believes discourages people who could be of great help to the city from getting involved.
