  45. access to Opposition party members).

  53. a** Situation today calm, as Govt declared day of mourning for the
  54. "martyrs" (Berisha's words).
  55.  
  56. a** The Opposition has been hold-up all day today in Mayor Edi
  57. Rama's office discussing next steps. There is some reluctance on their
  58. part as to whether tomorrow's protest should proceed as planned. They have
  59. apparently received word that many protesters intend to come armed to
  60. protect themselves against the police. Rama has commented privately he
  61. may lead the protest to try and keep them peaceful.

  63. a** Despite this, the Opposition continues to insist they will not
  64. stop actions against the current regime until Berisha resigns. In
  65. response, Berisha has declared that "anyone touching an official
  66. government building will meet the same fate as the protestors yesterday."

  68. a** Rumblings have started in other major cities throughout
  69. Albania re. sympathetic protests. Most notably Shkoder, Durres and
  70. Gjirokaster.

  72. a** There are reports of a handful of arrests of senior police
  73. officials following yesterday's incident. Investigation is now underway as
  74. to who gave the order to fire upon the crowds.

  76. a** Rumors continue to spread within the population that agents of
  77. the State Intelligence Service (SHISH) had infiltrated the crowds and
  78. provoked yesterday's violence. (Comment: No proof of this, but would not
  79. be the first time SHISH was used in this capacity).

  81. a** Note: Great deal of fear and apprehension amongst the
  82. populace, particularly in Tirana. Most still have vivid memories of '90
  83. and '97. Average Albanian is still well armed following the ransacking of
  84. weapons depots in '97 and an escalation in violence is not unthinkable.
