This guide will walk you through the steps you should/need to go through to update to 11.3 with A9LH. The steps 1-3 are REQUIRED, while the rest are optional, but will help you keep all the functionality of 11.2.

0.  INSTALL A9LH IF YOU DON'T HAVE IT (https://3ds.guide/get-started). If you have an emuNAND, you can merge your emuNAND onto your sysNAND (https://3ds.guide/move-emunand) at the end and you won't lose ANYTHING (execpt VC saves).
1.  Update your CFW to Luma3DS 6.6 (https://github.com/AuroraWright/Luma3DS/releases/latest). To my knowledge, all other CFWs were broken by 11.3, so you need to make the switch. If you have Luma3DS already installed, you can use Luma Updater to update to 6.6.
2.  Select the following options in Luma Config (leave "New 3DS CPU" set to DISABLED unless you're using the latest hourly of Luma3DS):
2a. Autoboot SysNAND
2b. Use SysNAND FIRM if booting with R
2c. Show NAND or user string in System Settings
3.  Update A9LH if you installed A9LH before November 2016 (https://3ds.guide/updating-a9lh). If you're not sure when you installed A9LH, just go through the process of updating it.
4.  Update HBL_Loader to 1.3 (QR: http://imgur.com/EmkzEXC.png) (Direct link: https://github.com/yellows8/hblauncher_loader/releases/tag/v1.3)
5.  Launch HBL_Loader from the HOME Menu, and hold X until the bottom screen says some text like "Payload downloaded". Close HBL_Loader if it doesn't by itself. If you launch it again, the top screen will say "*hax 2.8 beta" and NOT "*hax 2.9 alpha"; this is normal.
6.  If you have NTR CFW installed, do the following:
6a. If you have BootNTR Selector installed, hold X during boot to update to BootNTR Selector 2.7.2, then move on to step 7
6b. If you have BootNTR installed, download and install https://github.com/44670/BootNTR/releases/tag/bootntr_3.1
7.  Update your 3DS by going to Settings > Other Settings > last page > System Update. Wait for the update to finish and the 3DS to reboot.

A note: The "New 3DS CPU" settings only affects the Homebrew Launcher. It is SAFE to set it to "Clock+L2", but the Homebrew Launcher won't launch unless you're using the latest hourly release of Luma3DS. EVEN THEN, it's still possible for the Homebrew Launcher to fail. It's not harmful to your 3DS in any way.
