  2.
  3. Information gathered and transcribed by Lord Sullivan Atlas.
  4.
  5. Physical description: Human adult male, short dark hair, semi-fair skin with facial tattoos identifying him as a member of the Hellhounds Mercenary Company. Favors red robes and a cloak of the Zhentarim. Accompanied by a dog named Fox.

  11. Powers: Necromancy (unknown strength or applications), Transmutation (capable of polymorphing others), possible Enchantments (esp. compulsions), possible diabolism or conjuration (may have summoned or bound a succubus), physical combat and swordsmanship. Highly dangerous, not recommended for untrained civilians to engage.
  12.
  13. Suspected crimes: Necromancy, murder, assault, sexual assault, kidnapping, slavery, torture, nonconsensual use of magic to cause physical harm and/or to subvert bodily and mental autonomy, fraternization with enemies of state, Cult of the Dragon association.
  14.
  15. ---
  16.
  17. Testimony of Lady Burmice of Lazrien:
  18.
  19. Testifies witnessing slavery and diabolism on Thom's account: his 'stock' included a woman named Sapphire (deceased lover of Shi'an). 'His succubus' was involved in a violent altercation with Lady Murdayn Silverspear. Burmice and Marcus Goldenbaum 'took down' the succubus roughly the next day.
  20.
  21. Thom gave Murdayn 'horrid burns'.
  22.
  23. Circa nine months ago as of this report, Burmice attempted to capture Thom: he shapeshifted and fled.
  24.
  25. ---
  26.
  27. Testimony of Marcus Goldenbaum:
  28.
  29. Marcus attempted to question Thom on grounds of accusation of slavery. Thom fled rather than reply.
  30.
  31. ---
  32.
  33. Testimony of Clover the Druid:
  34.
  35. Thom told Clover he does not agree with the ideology of her and/or druids, and that his form of magic might be looked down on by holy people.
  36.
  37. ---
  38.
  39. Testimony of Yllaora, corroborated by Atlas as witness:
  40.
  41. Thom applied for a position teaching magic or combat to children. Thom then stated his own childhood was excessively rough, in a positive regard, and that he believed children should be subjected to harsh or violent circumstances to better them. His application to the school was declined.
  42.
  43. ---
  44.
  45. Testimony of James Glass:
  46.
  47. Thom worked in Baldur's Gate as a 'skilled killer skilled in magic' who 'killed people he worked for'.
  48.
  49. ---
  50.
  51. Testimony of Pakani Redstone:
  52.
  53. Thom was overheard by Pakani and heard and seen by many others (have not spoken with them to corroborate but named witnesses include Jade Underhill, Will Scarlet, Sentry Goldenflame, and Shi'an) over a period of time of multiple days wherein Thom and his cohort Dontev (male, unknown race) brought several enslaved, ensorcelled women into the Moonstone Mask: Sapphire, who was freed by the paladin Sentry, Rose or Rosa of unknown details (not met personally by witnesses), and Victoria.
  54.
  55. The women were kidnapped and forced into menial and sexual slavery, as well as used as test subjects for magical experiments involving transmutation, in a laboratory at an unknown location.
  56.
  57. Sapphire died in childbirth later, and the status and whereabouts of the other two, or if there were any other victims, are all unknown.
  58.
  59. ---
  60.
  61. From Neverwinter public records:
  62.
  63. Thom was reported by several of the above witnesses to the authorities as a slaver and diabolist. A bounty was issued for his capture. His succubus cohort [name] had a violent encounter with Lady Murdayn Silverspear. Marcus Goldenbaum and Lady Burmice of Lazrien followed and attempted to question or apprehend him: he appeared to shapeshift into a dragon as he leapt from the skymote of the Moonstone Mask and fled.
  64.
  65. ---
  66.
  67. From Baldur's Gate public and private records:
  68.
  69.
  70. Thom Vortigern joined the Hellhound Mercenary Pack of Baldur's Gate as a youth, after some inspecific involvement with a cult. He killed several members of the Pack in an inspecific altercation, stole from the company, and fled for several years, before returning to rejoin and continue intermittent work for them.
  71.
  72. At some unknown time he joined the Zhentarim as well, by his own public admittance, and wearing of their colors.
  73.
  74. There are reports of arsons and 'magical mishaps' he may have been involved with, as well as multiple counts of accusations of assault and murder which were all dismissed as being part of his work: he has, in fact, killed and injured others.
  75.
  76. While a known necromancer (confirmed by the Pack), he returned to Baldur's Gate to aide in opposing an undead infestation (of, notably, unknown source).
  77.
  78. He once lived with his aunt and uncle [names].
  79.
  80. He lists the following as trustworthy contacts: [list of names acquired from the Hellhounds including an orc tribe on the outskirts of BD]
  81.
  82. He has recently done work for/with or been in contact with the following: [list of names of Neverwintans, including several nobles, and some of ill repute].
  83.
  84. He has been in contact with the Cult of the Dragon and the Zhentarim.
