I disagree.
Session Restore certainly does work (all hail misak :-)).

OP never replied to the testing of new Profile.

Andre's report is far from clear?
Is he having a Session Restore issue?
Or a Bookmark issue, bookmarking a group of tabs?
And then he goes on to state that he may not even be exiting "properly" (that is if not specifically closing SeaMonkey prior to reboot/log out is "improper").

Nor did he state he's tested a new Profile.
(Though in his case, suppose he'd want to test the new, clean Profile, & then again new, clean, but with also coping over existing sessionstore.js - given the number of tab/windows he's using.)

Anyhow, without specific steps to reproduce, probably better to discuss possible causes elsewhere, mozillazine.org perhaps, until steps can be identified.
