  1.
  2. Dear commissioner Katz,
  3.
  4. The Connecticut Department of Children and Families has sent a transgender 16-year-old girl who is not charged with any crime to the York state prison in Niantic.
  5. Now in the custody of the Department of Correction, this young person may spend the next 18 months in isolation at a men’s prison facility.
  6.
  7. Youth in adult prisons, particularly transgender youth, are extremely vulnerable to sexual assault and other forms of targeted violence. This action by DCF is inconsistent with federal law and puts this young person at grave risk.
  8.
  9. Do the right thing and bring this young person back into DCF custody and to house her at a facility for girls her own age where she can get appropriate care. Teenagers do not belong in adult prisons. Particularly when they have not been charged with any crime.
  10.
  11. Thank you.
