Although ZOS hasn't said anything, it is pretty obvious that one reason for the horrible AOE cap is that 2-3 batswarms could wipe out hundreds of compact players.

What they didn't think about, is the reason this happens is that because of the way ultimate regen works. These guys can stay in batswarm permenantly. In fact, it usually takes 2-3 casts of batswarm for this to happen.

The simple suggestion here is to stop ultimate regen from working while in batswarm.
