  18. Thank you for sending me the ordinance on street memorials. The Stanchion under the bridge is not a memorial. In reality it's a crime scene due to the fact it was spray painted which constitutes vandalism. But hey, you might as well ignore it like everywhere other than downtown. Thanks

Carlo and I are in touch with the owner of the property, I just emailed him again with a hard date of when the cleanup will occur – he is working to get a maintenance contract with one of our local companies to maintain the property. If he doesn’t give us a hard date and comply, then we will look to clean up the site and then bill him for the work completed. Obviously, we would prefer the property owner to complete the work, especially on a site this large. If you also noticed, the land behind this property along the waterfront is getting prepped for the boat launch project to begin in October. Thank you to the planning department (Andrew Kreshik) and our DPU/DPW crews on coordinating that effort.

  51. Your statement is incorrect, the city has noticed the graffiti and the graffiti will be removed. Due to the nature of the graffiti, coordination will need to occur with DPW and TPD to complete the project. I’m working on that today. In addition, due to the fact that they are DOT property; we had to contact them for permission and for the paint selection. That has been done. In addition, today is the 30 day point of the memorial. When we paint the site, we will also post (due to the fact that TPD will be onsite) and follow the guidelines set forth in the memorial legislation to remove the memorial.

  53. I believe Carlo responded on the cleanup of private properties, which you know we have been doing regularly. Those bills are sent out to the property owners and if not paid will be levied on their tax bills at the end of the year. As Carlo stated, we are utilizing this process more than the City ever has in all the neighborhoods and will continue to do so. In addition to what Carlo explained below, pictures are taken of the items removed and attached to the bills and in the file.
  54. We utilize the process more than ever. I spoke about it at the public hearing. Jeff Agars and myself calculate the bills, Dominica sends the bills out, if they are not paid by I believe Oct.31, then they are put on the taxes.

  61. 1. Code Enforcement will keep inventory and time frame of when a memorial is placed on public land.

  63. 2. Code Enforcement after 30 days, will contact DPW (Jeff Agars) and Police Department (Chief Tedesco) to coordinate a date and time for removal of the memorials.

  65. 3. Code Enforcement with the assistance of the police department will post the memorial 5 days prior to removal.

  67. 4. Once the 5 days expires, then DPW and Police Department will remove the memorial.

  86. Good morning Mayor, as seen by the pictures below the cleanup of the Marshall Ray property has not happened. This person "Jacob" is no where to be found and the only "followup" is the weeds will eventually make the poor folks waiting for the bus move to another corner. I know this isn't downtown but again, it's the second most traveled route in the city.

  88. The picture of the graffiti is on the bridge stanchion on fifth and Hoosick. I noticed it Saturday morning and felt that because it was a mere block and a half from city floor some official would see it and deal with it. I was wrong. Although there are struggles with street memorials there's laws that prohibit vandalism and defacing public property. This is clear criminal law. There is also city code that deals directly with graffiti, I know because then Councilwomen Nichols and myself wrote it. The owner (DOT) is to be contacted and directed to paint over or erase it. If they don't in a specified time the city will do it and bill them.

  90. Which leads me to ask. In the past the city has instituted a system of clean up of private properties and then billing the owner, bank or whoever with the bill attached to the taxes. Are we still utilizing this plan? If so please give me a description of who calculates the bill (number of workers, health benefits, city equipment). Where does the bill go and who walks it through process A.B.C.D? Does the treasurers office then attach the bill and is there someone who makes sure the bill is paid? I don't really need names or even titles, just departments will suffice. Again, if we have stopped utilizing this process please please me know.
