  7. By virtue of the authority vested in me as President of the United States and as Commander in Chief of the Armed Forces by the Constitution and laws of the United States of America, in order to strengthen the stability and development of the Executive Branch, it is hereby ordered as follows:

  9. Section 1. Establishment.
  10.  
  11. (a) There shall be at the seat of government an executive office to be known as the “Office of the Executive Branch Enforcer”, and an Executive Branch Enforcer, who shall be the head thereof.
  12.  
  13. (b) This position shall be a Senior Advisory position under the Executive Office of the President of the United States.
  14.  
  15. (c) The Office of the Executive Branch Enforcer shall be a child office of the Executive Office of the President, and the Executive Branch Enforcer shall not require Senate confirmation.

  17. Section 2. Organization.
  18.  
  19. (a) The Office of the Executive Branch Enforcer shall be administered in accordance with this Order and other provisions of law, under the supervision and direction of the Executive Branch Enforcer.
  20. (i) The Enforcer shall be appointed by the President to serve at his leisure; no term limit shall be fixed, nor shall this appointment require Senate consent.

(b) The Enforcer shall have and exercise any authority vested by law in any office or official of the executive branch, with the exception of the Executive Office of the President, and the Executive Office of the Vice President; --and with such additional exceptions as the President may promulgate.

  24. (c) The Enforcer, and his office, shall ensure that the policies of the executive branch, and the laws of the federal government are abided by all employees of the executive branch; the Enforcer may censure, suspend, reprimand, or terminate the employment of violators under this section.

  26. (d) The Enforcer shall report directly to the President on all matters concerning the Executive Branch; no other officer of the executive branch may compel the Enforcer to disclose information regarding the Office of the Executive Branch Enforcer.

  28. Section 3. Reason.
  29.  
  30. (a) To keep the Executive Branch in check on behalf of the President.
  31.  
  32. (b) To provide the President with a “right-hand man”, so to speak, to ensure the day-to-day functions of the executive branch run smoothly.
  33.  
  34. Section 4. Powers.
  35.  
  36. (a) The Enforcer shall be authorized to order meetings of any rank in the Executive Branch.
  37.  
  38. (b) The Enforcer shall be authorized to request, and command, progress reports from any Executive Branch employee.
  39.  
  40. (c) The Enforcer shall be authorized to order any agency or department and their employees under the authority of the President of the United States.
  41.  
  42. (d) The Enforcer shall be authorized to supervise every employee in the Executive Branch and shall have the power to hire them to employment or terminate their employment within said branch.
  43.  
  44. (e) The Enforcer however has no influence on federal employees outside of the Executive Branch and does not have the power to nominate civil officers, nor is the position allotted to the Presidential line of succession.

  46. (f) The Enforcer shall be added, and given administrative privileges in all Google documents, Trello boards, Skype chats, etc. relating to the Executive Branch.

  48. (g) The Enforcer shall also be admitted to every Executive Branch group unless stated otherwise by the President.

  50. (h) The Enforcer shall have the ability to blacklist and unblacklist people from the Executive Branch of the United States.
  51.  
  52. (i) The Enforcer shall have the ability to declare people both National and Homeland Security threats to the United States.
  53.  
  54. (j) The Enforcer shall have the ability to command the United States Military, with the same powers as the Commander in Chief, just like the Interim Commander in Chief.

  56. Section 5. General Provisions.
  57.  
  58. (a) The Enforcer shall be granted the highest security clearance in the United States, under the authority of the President.
  59.  
  60. (b) Nothing in this order shall be construed to impair or otherwise affect:
  61. (i) the authority granted by law to a department or agency, or the head thereof
  62.  
  63. (c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
