As a follow up to my e-mail to you, dated May 25, 2018, regarding the legislation that you requested for Veterans and Widows Parking in the City of Troy, my research has revealed that there are legal impediments to a policy that grants parking privileges to certain specified groups of people, particularly where the State of New York has not acted in regard to the same.

  105. Before getting into a dispute over what my role is on behalf of the City of Troy, I respectfully advise you and the City Council that I do have a professional obligation to advise and inform as to the legal effects and ramifications of proposed legislative actions by the City Council.
