At around 2AM CDT on 9/10/2012, a thread was made on /b/ with the title of "Creepy phone numbers thread" and originally was suppose to be a thread discussing creepy numbers and incidents associated with those creepy numbers. The attached number to the post was a number based out of Colorado and is (303)-309-0004. Upon calling this number, an automated prompt answers your call and asks for a passkey. There's been many speculations on what the passkey's are, (for instance, OTP which is One-Time-Pad, which is basically a log filled with sets of numbers corresponding with another set of numbers in another pad) but nobody has figured it out yet and we continue to use random passkeys. Now, when you do get passed the initial automated prompt, another prompt answers and redirects you off to yet another automated prompt. The second prompt echos out a normal sentence and at the end of the sentence is "TWC28", and then you get transfered to the "Number prompt" as we will now call it. This number prompt is an automated voice that echos out a sequence of numbers that are encrypted in ASCII and can be decoded easily back to text. Now the only thing is, we don't know for sure what or why all of this is happening or anything about the number, we just know what it's doing. These sequence of numbers can be decoded into text and contain information such as coordinates. We haven't figured out what these coordinates go to or what they are used for, but for any given coordinate, it is given an identifier. The current identifiers we've been able to decode is TROOP, AGENT, SUPPLY, SHIP, and AIRCFT. The coordinates trace back all over the northern United States, and even into Russia, Libya, China and over the ocean. We're still trying to figure all this out.

  46. At 29:14 in the video, you can hear what sounds to be a real person say, "Press star for immediate TSA page". He mentions TSA. TSA is Airport Security. But could also mean something else like Time Slot Assignment. Worth mentioning.

  48. Another thing worth mentioning, take note that in 28:58 of the #OTP22 video, the automated male prompt says, "This ***** has been compromised". Logically, you could just assume he was saying "code" but upon further inspection, he could have been saying COA which stands for tons of things: Course Of Action, Central Operating Authority, Conditions of Access, and Condition of Approval. Now imagine him saying, "This Condition Of Approval has been compromised". It's in a completely logical context and is definitely worth consideration.

I did some calling of that number on a landline and a cellphone to check the calls against the ones of my VOIP program and noticed the same voice manipulations of speeding up and pitch changes and stuff, even on the landline. This number is possibly ran through a VOIP client? It could also just be an older TTS program and thus that's what's causing the manipulation.

  52. The condition codes, as of 3PM CDT 9/11/2012, have cycled through ORANGE, RED, AND BLUE/WHITE. In addition to these condition codes we've been receiving, we've now been discovering situation codes. As of the morning of 9/11/2012, the line went into condition orange/situation omega. A few hours pasted, and is now in condition orange/situation delta.

This "Condition scale" is believed to be some type of warning method used by the government to calculate a risk factor of a terrorist attack on the United States. The id of 9696 which used to work, and was not compromised, was now found by a user in the irc to be compromised, giving the same error return and set of prompts as the original compromised number; 229443. 229443 and 9696 now echo back the same prompts, and the same "40CH" passcode is given off both of the compromised passkeys.

Take note that when this worked, the number was in Condition Blue/Condition White; which could have only meant it was being worked on or having maintenance done on it. It has been brought to our attention that the Federal Bureau of Investigation and the National Security Agency have been contacted and given the information of this pastebin and #otp22's irc channel on Freenode. We currently have backup names, backup channels, and a backup uploading protocol on standby. If they take this down, we will be back up within a few hours.

  122. At around 3AM CDT, on 9/12/2012, we decoded a message of a ship going by the name of MELTER3. We then found out about 2 Russian MIGS, that soon shot down and sunk MELTER3. See the raw ship info for the raw noloc message of MELTER3. The ships we've currently found out about are 6.

  124. At around midnight on 9/12/2012, a user within the irc brought to our attention that the line could possibly be related to a POTS-line PBX system, due to the "TWC28" message. I don't know much about PBX, so I am simply stating what has been found. Worth mentioning.

  126. Currently investigating the agent codes 99284 and 99286. 99284 returns SSTV code, which is basically an image within the sound frequencies, which can then be decoded into images. We think the images decoded are coming from a satellite.

  369. (X) After the first initial automated prompt, another automated voice comes along and at the end of her transmission says "TWC28", TWC stands for The Weather Channel, which just so happens to be on channel 28 down here in the Texas panhandle. Worth mentioning. (X)
