  3. This is a draft for what the Land Reform Edict would look like and as such is free to change. It attempts to establish a basic framework by which we can legally identify towns and grow them. Ideally more Edicts would be created for all significant laws and through them we could develop a system of law based on precedence. It attempts to put loyalty to the King and Country as a column of the vassal/lord relationship, and also establishes nomenclature for certain concepts.

  7. Royal Edict on Land Reform

  9. In the name of King Havana I of Alpoko, it is here decreed that the land within the Kingdom of Alpoko & its outposts will be distributed in the following way:

  11. Article I - The King's vassals can distribute land to Journeymen who have pledged fealty to Alpoko and it's King. Proof of the swearing must be provided as a screenshot of the in-game chat log or through other equally sufficient means - to the discretion of the King. Only after the proof has been provided can the individual receive land and titles.

  13. //Article 1 comprises of a simple proclamation of loyalty, establishing the feudal relationship in between lord and vassal. This ensures any landed vassal of Alpoko has verbally (and written, if in chat or in written form) consented to being a vassal and pledged loyalty to the King. This article also introduces the word Journeyman to refer to outsiders not residing or associated with the Kingdom.

Article II - Once pledge to the King the Subject will be given One plot of land in the Rural district where they will be allowed to produce materials such as food, wood, livestock, etc. This Rural Plot will be 9 squares tall and 9 squares wide. Another plot of land, of the size as is deemed apropriate by the Lord of the Settlement, will be provided within an appropriate District of the settlement, within the Urban District itself. More plots in the Rural District may be bought from the Settlement up to 9 individual 9 x 9 plots.

  17. //Article II ensures that there will be separations of Districts. It also establishes the difference in between Rural Plots and Urban Plots, as well as distinctly naming the two types of plots. The 9x9 size of a Rural Plot is intended to be optimal for farming, this is the only standardized size of plot since the most important asset of a Settlement is production. The size of plots in the Urban District is left to the government of the settlement so that they can set prices for the acquisition of more land as well as manage the aesthetics of the settlement through plot sizes. This article also introduces the term Subject, which is distinct from Journeymen like Citizen is from Foreigner.

  19. Article III - Settlements will be separated into different districts to direct the growth and look of a town. Districts may be created as needed by the settlement but must be approved by the King. There are two Major Districts:

  21. Rural District - District surrounding the Urban District which houses production plots and roads into and out of the city.

  23. Urban District - The Settlement itself, usually delineated by walls but not necessarily.

  25. And in turn the Urban District must house two Districts within it:

  29. Government District - For Government

  31. // Article III aims to specifically delineate which District are mandatory and how to create more districts. It also sets the requirements for what constitutes a 'Settlement' since anything that does not contain these things is not legally within Settlement status, which is a useful distinction. It also establishes the names for the Districts.

  33. Article IV - Settlements may created Edicts to adjust land distribution as needed, but all further legislation cannot contradict any Royal commands here set out.

  35. //Article IV is an attempt at something like the Tenth Amendment whereby all powers not given to the Federal Government are left for the States. This means that we don't have to exhaustively legislate land reform, instead it is left for Settlements to decide as long as it abides by this Edict.
