Top 4: Peacock, Filia, Cerebella, Parasoul
Mid 4: Fukua, Fortune, Eliza, Double
Bot 4: Squigly, Valentine, Painwheel, Big Band

To justify ones that I'm sure people don't agree with:

-Parasoul is still fine, although I think Bella is slightly stronger. She isn't unplayable/unviable (not going to name names here).

I don't find Fukua a problem, honestly. I think Fukua + H Lock N Load is the primary issue with her, and fukua herself is mostly fine (if you really want to hit her damage, making clones scale from a combo starter might be a good idea? idk). The Fukua/Bella synergy is absolutely RIDICULOUS.

Eliza has a lot of damage and has a strong air to air game, but I think her mixups are underwhelming. Biz Casual mains Eliza now, so I have plenty of experience against the character. A lot of people disagree with me here but I don't feel she packs anywhere near the same mixup/reset power as the rest of the cast. I think she is kinda like fukua in that sense (high damage and longer range converts, but mixup and reset game is eh).

Double is pretty well balanced. Mid tier could kinda go in any order although Fukua would probably stay at the top.

Squigly over the rest of the cast because her support value is incredible, and her point value isn't too shabby either. I started appreciating the character WAY more once I started playing her middle on a 3-team.

Valentine is valentine. She could go anywhere honestly.

Painwheel with the eliza patch buffs is awesome. I think she can keep up with the rest of the past fairly well. Painwheel and Big band are more or less interchangable, as I think he has better support value and has some fullscreen presence. Good painwheel players are scary.

Keep in mind this tier list is based on my own experience, so take it with a grain of salt as I'm not exactly a high level player yet. In reality, everybody is playable/viable in this game. Almost every character has won a major to my knowledge (I don't think Squigly and Big Band have? Obviously Eliza hasn't yet). No matchups in this game are particularly overwhelming, just bad in the context of skullgirls.
