1) Can unit be produced to be a civilian and not military?

2) Dues such unit affect in any way action in which it "participates"?

3) Does such unit fall under the same rules as military ones (upkeep, tech-to-power ratio, militia vs professionals etc)?

4) Can we train more of Xenobiologists or they are treated as finite resource and can't be replenished nor trained?

5) Are we still locked at 5d100 or can gain more dice with a single nation?
