Evacuate all villages in northern Heibei province. If willing, the inhabitants shall be moved to the outskirts of Beijing, along with their livestock, and given basic weapon training, such as how to fire a gun, and how to defend oneself from an attacker.

Build fortifications in Inner Mongolia, Gansu province, and Beijing.

25,000 shall stand guard at Liaodong, 30,000 and Jizhou, 10,000 at Xuanfu, and 15,000 at Datong.
The remaning 5,000 shall garrison in Beijing.

  The 33759 who were wounded in the attack will be sent to Chang'an to recover.


Preparations shall be made to evacuate the capital to Nanjing if need be, but this is only a worse-case scenario.

Watches shall guard the Great Wall, both day and night.

Rockets, grenades, and firearms shall be amassed and distributed through the army.

It has been 20 years now since the Mongols conquered Western Manchuria. However, now is the oprritunity to take it back.

For once the Mongols have taken their fill of Chinese blood, they will most certainly seek to regain the holdings in Manchuria, and it would be almost impossible to defend against them.

You may regain your lost territories if you fight with us, and we will do our best to repair the mistakes conducted in the war with Korea.

Will the Manchu ride across the Steppe once more, or will the Mongols see them destroyed?
