  3. Good afternoon everyone,

  5. I wanted to get you an update on the utility pole project that is occurring in the city. We have met with the company, Mobilitie, twice to discuss the use, locations and height of the infrastructure that is being installed.

  7. Here is a summary of the information to date and some next steps:

  9. 1. Mobilitie is the telecommunication infrastructure company we are working with. They have been granted public utility status by the State of New York. This means that the company is entitled to access the public rights-of-way. However, we can work on reviewing the locations submitted to determine appropriateness and compliance with all regulations. The License Agreement with the company will spell out all of the terms and agreements.
  10. 2. Mobilitie works with other companies (in the current case Sprint) to provide areas for additional coverage to improve current and future service. Equipment will be installed on the poles for the companies they work with.
  11. 3. The original request was for 23 locations through Troy.
  12. 4. The revised request was for 17 locations after the first meeting last week.
  13. 5. After our review, many of the locations will be sited on existing utility poles either owned by a different utility or by the city of Troy or on city land/infrastructure reducing the number of “new” utility poles.
  14. 6. New locations have been identified for the poles on 3rd Street, Peoples and 115th that have generated much of the concern.
  15. 7. We will enter into a License Agreement with the company. We have a draft that we will negotiate and will forward to the Council for review and approval for the Mayor to enter into the agreement. We are anticipating this to be on the April agenda.
  16. 8. Permits and construction documents will be resubmitted for the new locations.
  17. 9. We will be working with the company on the removal of the sites that have already been installed that they’ve agreed to relocate.
  18. 10. We are still working on the logistics for a couple areas to look at different options to get the coverage they need, but the infrastructure that works for the cityscape.
  19. 11. We are meeting again next week with the final locations so they will be included in the License agreement.
  20. 12. No further installation of poles is being completed until we have the final locations identified, License Agreement signed, applications approved, and permits issued.
  21. 13. Code, Engineering, Mayor’s Office, Planning and Legal Counsel are all involved in the project review and approval. The City Council will be presented the License Agreement for its review and approval for the Mayor to enter into the agreement.

  23. After our meeting next week we will have the final locations of the infrastructure. We will provide those locations with the Finance Committee documents.
