I believe Caspar's disappointment in Tor was various people have been able to harass with protection from Roger, Nick, and others. Stories relayed to me from the Paris meeting are frightening and show an organization out of control. Chair throwing in sessions. Women being singled out, threatened, screamed at, all by select boys at Tor.
