- Subject: Municipal Restructuring Fund
- On February 2, 2016 Governor Cuomo announced the Municipal Restructuring Fund (MRF), a new program and funding structure available through the New York Department of State (DOS) to support local government and school officials develop transformative efforts that will lead to property tax reductions. The MRF application process has been designed to be non-competitive, with continuous recruitment.
- In the development of the MRF, staff from the Division of Local Government Services consulted with local officials at roundtables held throughout the State, and at the Local Government Innovation Conference held in Albany last November. Based upon a LEAN Start Up methodology, we believe that we have designed a process that is different than the traditional application and project development process for state funding.
- MRF projects will be ranked as they are received based upon established criteria until funding is exhausted. Projects will be reviewed based upon its potential impact across local governments, its effect across service delivery areas and municipal functions, and the potential for long-term property tax savings.
- We are excited about this new model and hope that you consider working with us on developing projects for MRF consideration.
