  1. Hello, esteemed ministers and civil servants.

As you may know, above perhaps anyone else, Europe has been facing challenges over the past decade, those challenges themselves a shadow of the horrors in the Middle East, Africa, and Asia that birthed them. Dealing with the challenges of migration, crime, terrorism, and cultural integration require all-hands-on-deck from all parties they relate to. They require willpower to solve. They require ability to solve.

  5. As you may know, Donald J. Trump is the president-elect of the USA, and takes office on 20 January 2017.

  7. Hopefully, parts of these propositions make some impact:

The world community should oversee the establishment of internationally recognized (e.g. Israel), supported (e.g. Marshall Plan, Warsaw Pact), protected AR (e.g. Kosovo) or SAR (e.g. Tibet), ethnic (e.g. Sunni, Shia, Kurd) Safe-Zones, achieved through gradual population transfers (learning the lessons from those that occurred between India, Pakistan, and Bangladesh), and border restructuring (to ameliorate the damage done by previous Imperial Powers.)

The world community should seek the end of factional conflicts, and the proxy wars by major powers that helps fuel them, toward jointly diverting resources for a global carrot-and-stick initiative: to decrease corruption, extremism, and birthrates, and to increase general education, sex education, and birth control in the developing world.

The US should offer and European nations should accept aid in internal security, border security, deportation, and repatriation efforts: 1.Establishment of NSEERS and E-Verify, with biographic and biometric components used for screening and tracking in both entry and exit, 2. Deporation of known criminals, 3. Psychical barriers and surveillance alongside borders, and 4. greater travel scrutiny would be greatly welcomed if European nations adopted them, leading the way for Turkey and others.

The US should offer and European nations should accept the dispatching of a team of 'Technical Security Advisers', consisting of criminologists, sociologists, psychologists, current and former intelligence personnel, current and former military, security and PMC personnel, and current and former law enforcement officers (especially old colleagues of Daryl Gates, Bill Bratton, and Gregore Sambor, who have effectively overseen the LA, NYC, and Philadelphia police departments during crime waves.) The team would help bring the nations' law enforcement agencies' up to speed, ensure proper weapons training, encourage proactive policing and teach creative interview tactics. The US, through the team or otherwise, should encourage the nations' recording and dissemination of detailed psychographic and demographic profiles of arrestees. If an ethnic community leader or criminology department is being denied pertinent information to issues disproportionately faced by certain groups, those very groups are being jeopardized and alienated by not allowing social services and policing tactics tailored toward them.

  22. The seizure of the revenues from criminal operations and terror cells found operating in those nations and by people not authorized to be there, or whose authorization to be there has been subsequently removed by the courts, can and should be used to pay for the above initiatives.

Should the politicians and civil servants you serve with or under lack the will or ability to accomplish the aforementioned, the US should offer and the Europeans nations should accept the United States using its economic (e.g. trade and travel), military (e.g. placement or removal of bases, exclusion from NATO operations), and diplomatic (e.g. intense deliberation, negotiation, and compromise) means of finding both the will and ability.
