To use these, locate the UserOptions.ini file in your Planetside 2 folder. (If you downloaded it through Steam, for example, it will be found in %drive%:/Program Files (x86)\Steam\steamapps\common\PlanetSide 2). Open the file in Notepad, and replace the entire [Rendering] section with this.
