  15. Here are some discrepancies between the comp and the slice:
  16.
  17. ---
  18. http://iacpyouth.matrixdev.net/slice/
  19.
  20. The utility nav doesn't quite center align with the FaceBook and Twitter icons.
  21.
  22. In the slice, the blue background for the carousel area and for the footer does not extend the width of the browser window, whereas it does in the slice. The slice actually looks normal, but let's verify that's what is expected.
  23.
  24. The IACP logo in the header and in the footer both need badly to be cleaned up -- they have a light blue halo.
  25.
  26. The "Search the Site" default text in the search field is too large.
  27. The Go button doesn't align correctly in ie8 or FF (it only lines up correctly in Safari/Chrome)
  28. The text drop shadows seem to have a much larger spread in ie8 (for example, causing the drop shadows to wrap in the nav)
  29.
  30. There should be more margin between the carousel header and the carousel text.
  31. The drop shadow is missing from "» Search" in the carousel text.
  32.
  33. Missing +Share This button (we need to decide on a style for this button -- all caps or no?)
  34.
  35. The photo image for the About Youth Focused Policing block is crashing into the h3
  36. There should be one line of margin between the h3 and the text for the About Youth Focus Policing block and the Training and Technical Assistance Block
  37. The paragraph text in those two blocks should be a tiny bit smaller
  38. The Learn More links at the bottom of those blocks should actually have a right angle quote: » Learn More
  39. The Learn More links at the bottom of those blocks should also be boldface.
  40.
  41. The "In the News" h3 should be navy blue
  42. There should be more margin between that h3 and the below text
  43. The news item is missing its dateline.
  44. The paragraph text for the news items needs to be smaller.
  45. The news items should be links, and should probably be in a list, rather than in p tags.
  46. The Read More News link is also missing its chevron: » Read More News
  47.
  48. All the above are also true for the Fast Facts list (except for their being links).
  49.
  50. There's a closing for an unopened comment after the script tag at the bottom: -->
  51.
  52. ---
  53. http://iacpyouth.matrixdev.net/slice/sub.htm
  54.
  55. Header issues from above and...
  56.
  57. The Share This button is in all caps, but it isn't in the design (however, we need to make this consistent across pages...my vote goes for regular capitalization)
  58.
  59. For nearly ALL the h2, h3, etc on this page, there needs to be one line of margin between it and whatever block level element comes after it.
  60.
  61. The paragraph text on this page is too big and too light (the comp actually seems to have black default text).
  62.
  63. The Learn More links are missing their right angle quotes.
  64.
  65. The pipes between the breadcrumb links are too tall.
  66. We need a final, non-linked list item after the last pipe in the breadcrumbs to indicate the current page.
  67.
  68. The right sidebar is supposed to top align with left sidebar and breadcrumbs, not the header for the content well.
  69. The More Resources link needs a space between the right angle quote and the M.
  70. Join the FYP Discussion! needs to be styled up.
  71.
  72. The footer in the slice actually has a large bottom margin, creating some empty with just the gradient background. I think I prefer the slice though.
  73.
  74. ---
  75. http://iacpyouth.matrixdev.net/slice/about.htm
  76.
  77. Most of the above and...
  78.
  79. In the primary nav, the yellow background current page indicator must encompass the round corners to the left for the About YFP list item (and on the right for News). Currently it is just a rectangle, and there is green to the left of it. (The same is true for the hover effect.)
  80.
  81. ---
  82. http://iacpyouth.matrixdev.net/slice/profile.htm
  83.
  84. Most of the above and...
  85.
  86. We're missing the "Search the Directory" widget on the left sidebar under the secondary nav.
  87.
  88. Join the FYP Discussion! needs to be styled up.
  89.
  90. The horizontal rules between the items in the content well are missing.
  91.
  92. The h3s in the content well are actually black in the comp.
  93.
  94. Related Resources isn't laid out as in the comp.
  95.
  96. Related Programs is missing from the slice.
  97.
  98. ---
  99. http://iacpyouth.matrixdev.net/slice/search.htm
  100.
  101. Most of the above and...
  102.
  103. In this case, Program Directory is the current page in the breadcrumb, so it shouldn't be linked and shouldn't have a pipe after it.
  104.
  105. We're missing the Featured Program widget in the right sidebar.
  106.
  107. The form fields in the content well should be right aligned.
  108.
  109. Missing horizontal rules in the content well.
  110.
  111. Missing the Search button
  112.
  113. Missing the content footer in the content well: "The IACP does not endorse..."

  269.
  270. They will have a database of a bunch of programs for Youth Focused Policing.
  271. They want to identify 'the best' - by making them 'featured'.
  272.
  273. They want some imagery (badge, star, ribbon) as a visual clue of programs that are featured.
  274. But not the cancer ribbon.
  275. Not exactly a sheriff star.
  276. Not cartoony.
  277. clip art is ok.

  535. Some of the specs you listed, such as adding to the site map, adding breadcrumbs, etc. are very simple and should take just a few minutes. Items 3 and 4 will be a bit trickier, since we will be making some modifications to the existing doctypes, as well as creating the display rules for the new page.
  536.
  537. We can work with you to create this page on an hourly basis, but recommend budgeting up to $1,500 for developer/FED time. Please let us know if this works for you and we will start working on building this out for you.

  546. Specifications:
  547.
  548. Here are the specs:
  549.
  550. 1. The URL of the page should be http://www.IACPsocialmedia.org/chiefscorner.aspx. The header will be Chiefs' Corner (please note that the plural possessive change will also need to be made on he home page).
  551.
  552. 2. The page will have an intro paragraph (lorem ipsem fine as a placeholder) and a thumbnail (see attached for placeholder photo - we're in the process of purchasing it). (Very similar to the look of the individual topic pages) Below this will be an embedded video of remarks by our President, Mark Marshall. Video to come.
  553.
  554. 3. The remainder of the page will be populated by three CMS doc types, mimicking the individual topic page display. The three "resources types" to show up in the orange bar/orange text are, in order: Chiefs' Column, Publications, and Tools and Tutorials. For all three, the ONLY items it should pull are those tagged under facets as site user demographics/rank/chief. We have one document that fits within that scope under publications (Fact Sheet - Law Enforcement Executives' Social Media Top Ten). We do not anticipate having an item for tools and tutorials when we launch this new page so this header will only appear once something is tagged appropriately (similar to when we launched).
  555.
  556. 4. Chiefs' Column will be a new CMS doc type (using the "For Future Use" placeholder doc type). On the public side it will pull the title, author, contact e-mail (only if something entered into this field), contact number (only if something is entered into this field) public date, and summary.
  557.
  558. 5. On the home page, there should be a link that says >> VISIT CHIEFS CORNER (mimicking the >> READ MORE FAQs link in the third rail).
  559.
  560. 6. Breadcrumb should be home/chiefs corner.
  561.
  562. 7. It will need to be added to the site map.

  989. 1) Add month and year to the display of the individual Chiefs' Column items.
  990.
  991. CHIEFS' COLUMN ENTRIES:
  992. 1) The breadcrumbs should read Home/Chiefs' Corner/Chief's Column.
  993. 2) The title bar should continue all the way across the page, even though the text does not.
  994. 3) Please show the Author name under the title.
  995. 4) Please show the month and year under the author name.
  996. 5) Please place the short bio (summary field) at the bottom of the post (under the article). If you could put this in a different font such as italics that would be great. And possibly put About the Author or something else to designate this as separate from the article.

1177. For the Chiefs' Corner page - Changing the page layout to add items to the right column would involve using a different template or creating a new template. Both are possible. I know you mentioned leaving the page as is... Just let me know if you changed your mind.

1179. So the database is available for you to tag things for the Chiefs' Corner page (so it won't be empty when we -do- go live.)

1216. It looks good. It appears at this point that we will not have a video at launch, if at all. One of the things that's evident is the amount of unused space on the far right. It's more prominent because there's no left nav. We were considering adding a right rail & were curious if you & your team had any suggestions. Perhaps we can chat about this after the webinar tomorrow?

  1765.
1766. Thank you for speaking with me just now. As promised, here (below) is the proposal I sent to Nancy Kolb about a second option for a Police Department Directory to add to the first proposal you already have in hand.

  1785. Hello Nancy,
  1786.
1787. I promised to send you an "option 2" proposal for a Police Department Directory, this time more along the lines of the VIPs program directory (where department contacts can send in their own descriptions and update their profiles). Please find it below.
  1788.
1789. You will notice that the price is slightly higher than what I told you by phone as the quote we gave Suzy Jordan's EPRV program for a similar directory. The difference is accounted for by the zip code search you specified for Discover Policing - Suzy's proposal for EPRV did not include that.
  1790.
1791. As always, we would be happy to discuss the options with you in further detail. I hear the team had a good meeting with you all this morning for the kickoff, so you are already off and running!
  1792.
  1793. Best wishes,
  1794.
  1795. Emi
  1796.
1797. *** Matrix Proposal for Option 2 for a Discover Policing Police Department Directory ***
  1798.
1799. It is our understanding that IACP Discover Policing would like to have a police department directory similar to the VIPS program. In fact, Discover Policing will save money if we can re-use substantial portions of the code used to power the VIPS program database. The database will work this way:
  1800.
1801. • Police department managers will fill out an interactive form that asks them to provide contact and department information.
1802. • An e-mail confirmation will be sent automatically to the police department contacts who submit a description. The e-mail will thank them for submitting their information, and let them know that it will be reviewed by an IACP staff person prior to being included in the public database.
1803. • A designated Discover Policing staff person will receive an e-mail, letting them know that a new police department description has been submitted and is pending review. The e-mail will include the URL for a password protected admin page showing all pending descriptions.
1804. • Discover Policing staff will have the opportunity to view, edit, and delete pending descriptions.
1805. • Approved police department descriptions will be included on the Web Site.
1806. • An e-mail will go to the police department contact when their description has been approved for inclusion in the Discover Policing Directory.
1807. • The Web Site will include a search that allows visitors to search for police departments by city, state, and zip code.
1808. • The zip code search will allow visitors to enter a zip code and indicate if they wish to find departments within x miles of the zip code. Choices would be 5, 10, 25, 50, 100, 150, 250 miles of the zip code entered.
1809. • The Web Site will also include an interactive map that allows visitors to click on a state to see all Police Departments in a specific state. For visitors who cannot use the map, there will be text links to states.
  1810.
1811. Price: $10,500 + the cost of a zip code database (approximately $250)
  1812.
1813. Matrix can program the application so that the person who creates the police department profile can assign themselves a username and password and login to edit their department description at any time.
  1814.
1815. Price: $3,500 (this component is optional but recommended)

1919. Subject: Matrix Proposal to IACP to create a Discover Policing Web Site 01-15-08
  1920. Date: Tue, 15 Jan 2008 17:40:39 -0500

  1922. To: Nancy Kolb <kolbn@theiacp.org>
  1923. CC: Joanna M. Pineda <jpineda@matrixgroup.net>, Kirsten Poland <kpoland@matrixgroup.net>, Justin Wilt <jwilt@matrixgroup.net>
  1924.
  1925. Hello Nancy,
  1926.
1927. Please find attached our proposal for creating a Discover Policing Web
1928. Site for the IACP. We are excited about the potential for the project
1929. and geared up to go so as to meet your March 31 deadline.
  1930.
1931. I think you will find many familiar components in the proposal because
1932. of your experience with Matrix via the VIPS site. Where the numbers
1933. here differ from what you are accustomed to seeing, we tried to provide
1934. some explanatory text about scope. The primary example of this is in
1935. the design budget, which we increased a bit in order to ensure some
1936. design elements that will lend the necessary "coolness factor" we talked
1937. about for young audiences. Please let me know if you would like to
1938. further explanation or more discussion.
  1939.
1940. We also brainstormed some more about interactive enhancements to the
1941. site after its initial launch. My favorite is the interactive police
1942. training simulation game, which will no doubt require more discussion,
1943. but there are others, such as the interactive timeline or review of
1944. different policing jobs, for which we have already provided some general
  1945. pricing here.
  1946.
1947. Please let me know your thoughts after you have had a chance to review
1948. the proposal. Of course Justin is anxious to get started so as to give
1949. his team as much time as possible!
  1950.
1951. Thank you for this opportunity and best wishes,
  1952.
  1953. Emi

  1985.
1986. I. OUR UNDERSTANDING OF YOUR NEEDS
1987. Recruiting and retaining police officers is increasingly difficult in the United States today. The International Association of Chiefs of Police (IACP), in conjunction with the Department of Justice, wishes to create a new “Discover Policing” Web site as part of a national recruitment effort for the police profession.
  1988.
1989. The new site will be a present policing as a positive, service-oriented, and fulfilling career option, and provide information and resources about the field and how to enter it.
  1990.
1991. For the potential recruit, the Discover Policing site should provide:
  1992.
1993. ? Information about the profession (types of agencies)
1994. ? Information about policing career paths
1995. ? Information about the selection process / keys to success
1996. ? Diverse profiles of law enforcement professionals
1997. ? Job listings (phase II)
  1998.
1999. For agencies, the Discover Policing site should provide:
  2000.
2001. ? Publications and other informational resources
  2002. ? Marketing tools
2003. ? A place to post jobs openings and attracting good applicants (phase II)
  2004.
2005. The Discover Policing Web site needs to be available to the public by March 2008.
  2006.
2007. II. WHAT MATRIX CAN DO FOR IACP
  2008. A. Domain Name Registration
  2009.
2010. Matrix will register the appropriate domain names for the new site.
  2011.
  2012. Price:
2013. ? Network administrator time at our standard hourly rate of $135/hour (estimate: half an hour needed)
2014. ? Plus any registrations fees (to be invoiced directly to IACP at cost)
  2015. B. Goal Setting
  2016.
2017. Matrix recommends devoting a small portion of this project’s kickoff meeting to outlining the metrics by which success of the site will be evaluated, particularly with regard to:
  2018.
  2019. ? Web site traffic
  2020. ? Number of registrations
2021. ? Downloads of key documents
2022. ? Google page rank and visibility in other search engines
  2023.
2024. By defining the goals and measures of success up front, IACP and Matrix will be able to properly assess the site's effectiveness six to twelve months from launch and thereafter.
  2025.
2026. Price: Part of overall project, no charge
  2027. C. Information Architecture
  2028.
2029. The Matrix Information Architecture process will help IACP structure and focus the Discover Policing site. We will:
  2030.
2031. ? Meet with you to discuss the target audiences for the site – how old are they, how Web-savvy are they, what will attract them, etc.
2032. ? Create user profiles to highlight the paths that those target audiences will take on the new site.
2033. ? Help you to determine what new content will be created as part of this project.
2034. ? Create a site map that categorizes the sites’ content areas, dynamic functionality, and utility navigation.
2035. ? Develop a draft navigation structure that incorporates current and future user paths.
2036. ? Create black and white schematics for the home page.
2037. ? Create black and white schematics for the sub-level page template.
2038. ? Conduct conference call(s) with IACP staff to discuss the proposed navigation
2039. ? Deliver proposed navigation, based on meetings and user feedback, in MS-Word format (suitable for editing by IACP staff).
  2040.
  2041. Price:
2042. ? $3,000 - $3,500 for standard brainstorming, full navigation development and schematics
  2043. D. Web Site Design
  2044.
2045. It is our understanding that one of IACP’s target audiences for the Discover Policing site is the twenty- to twenty-five year-old category. Because such young audiences tend to be Web savvy, we recommend a budget big enough to allow for extra design elements that will heighten the appeal to that age group, and compete favorably with other recruiting sites.
  2046.
2047. Matrix will provide the following:
  2048.
2049. ? A two-hour brainstorming and planning session with IACP staff to discuss the design requirements
2050. ? Creation of up to 6-8 design comps for the main page over three rounds of designs
2051. ? Creation of up to 4-6 design comps for the landing page sub-navigation item
2052. ? Creation of 2 designs for other important sub-sections
2053. ? Creation of 2 designs for content level pages
2054. ? Creation of HTML templates for all designs
2055. ? Creation of a print style sheet
2056. ? Creation of a master style sheet
2057. ? Conference calls to get staff feedback and discuss next steps
2058. ? Delivery of html templates, master style sheet, documentation for using the templates and style sheets, and all original graphics source files
  2059.
  2060. Price:
2061. ? $15,000 + cost of any purchased images (invoiced at cost; average price is $75 per image)
2062. ? Additional $3,500 to slice the design, create html templates and develop the master style sheet
2063. ? Additional rounds of design are billed hourly at our standard designer rate of $135 / hr.
  2064. E. Promotional Flash Movie
  2065.
2066. Matrix proposes a Flash movie for the front page of the Discover Policing site to help make the case for a career in policing. The movie should be inspiring, show the value of policing, and point to what an individual can do to help his/her society. We will:
  2067.
2068. ? Work with IACP to select photos, inspirational quotes, and other material for the movie
2069. ? Create storyboards that walk IACP staff through the screens and transitions
2070. ? Create the Flash movie
  2071.
  2072. Price:
  2073. ? $5,000-$6,000 for a 15 second Flash movie, $7,000-$10,000 for a 30-second Flash movie (+ any fees to purchase photos)
2074. ? Additional costs to create video footage if needed
  2075. F. Content Management System
  2076.
2077. IACP already has a content management system (CMS) developed by Matrix. This Cold Fusion-based system is currently used to publish information and resources on the IACP, VIPS, and Identity Crime Web sites.
  2078.
2079. We propose to enhance the IACP content management system, rather than implement an entirely new system, in order to save money, as well as to make it easier to index and search for content across the entire IACP family of sites in the future.
  2080.
2081. By simply adding document types to the existing IACP CMS, staff dedicated to writing for the Discover Policing site will have the ability to post content in sections that are time-sensitive and that need to be updated frequently. The IACP CMS gives staff the following capabilities:
  2082.
2083. ? Format text using a WYSIWYG editor
2084. ? Upload and easily insert photos into the text of articles
  2085. ? Upload multiple files
2086. ? Enter multiple related links to outside pages
2087. ? Categorize content according to special interests that match the special interests of members in the members database
2088. ? Create links to related articles within the site
2089. ? Embargo content until a specified date
2090. ? Specify an archive date
  2091.
2092. Some possible document types might include:
  2093.
  2094. ? FAQs
2095. ? News or Press Releases
  2096. ? Personal Profiles
2097. ? Resources for Getting Started in Policing
2098. ? Resources for Preparing for a Career Change
  2099.
  2100. Price:
  2101. ? $1,000 per document type
2102. ? $2,500-$3,000 for connecting IACP’s CMS engine to a different domain, creating separate IACP-DP-specific CMS admin pages and linking them to the IACP-DP site via a password-protected directory, and modifying the CMS to accommodate IACP-DP’s different content needs.
  2103. G. Implementation of Content
  2104.
2105. To build the site, Matrix will provide the following:
  2106.
2107. ? Creation of the directory structure
2108. ? Setting up the templates and master style sheet
2109. ? Migrating existing and new content to the new site structure
2110. ? Migrating existing and new content into the content management system
2111. ? Stripping headers and footers from existing content
2112. ? Cleaning up html coding
2113. ? Applying the new design templates to all new content
2114. ? Applying the new design templates to dynamic content
2115. ? Running a link check report to ensure all links on the redesigned site are valid
2116. ? Ensuring that all pages have proper title (essential to good ranking in the search engines)
  2117.
  2118. Price: $3,000-$6,000 for between 50-150 pages
  2119. H. Posting Videos
  2120.
2121. Videos can be converted to Real, Windows Media, or Flash, then put on the Discover Policing site.
  2122.
  2123. Price:
2124. ? $100 - $500 to convert videos (it is slightly more expensive to convert to Flash)
2125. ? $100 - $200 per month to host streaming video (not necessary for movies under 15 minutes converted to Flash)
2126. I. Send-to-a Friend and Social Networking & Bookmarking Links
  2127.
2128. A Send-to-a-friend form will allow a site visitor to direct a friend or relative to Discover Policing. The form will be linked from the header of all dynamic and HTML pages; unfortunately, the form cannot be added to PDF files.
  2129.
2130. The form will allow visitors to enter:
  2131.
  2132. ? Their name and e-mail
  2133. ? E-mail address(es) of their friend(s)
  2134. ? Message to the friend(s)
  2135.
2136. The e-mail will be sent to the friend, along with the URL of the referenced page.
  2137.
2138. Matrix will also create links to popular social networking and bookmarking venues Digg, Yahoo, Facebook, Google reader, Reddit, and del.icio.us. These links will allow the visitor to introduce the Discover Policing site to his/her social network (ex: Facebook), or add it as a site s/he wants to remember and keep track of (ex: Digg). See a Matrix implementation of these links under the “Share This” header of any interior page of the National Parks Foundation Web site at http://www.nationalparks.org.
  2139.
  2140. Price: $3,000
  2141. J. RSS Feeds
  2142.
2143. Matrix can also implement RSS feeds from your content. We recommend a page that explains RSS, then allows visitors to subscribe. See a Matrix example at: http://www.ecmag.com/
  2144.
2145. Price: $2,000 for 3 RSS feeds from dynamic sections of the site
  2146.
  2147. K. Email Notification Form
  2148.
2149. Matrix will develop an online “Contact Us” form that will allow site visitors to request more information about Discover Policing. The form will trigger an email to a designated IACP staff member. Note: This form will not save the contact information to a database.
  2150. Price: $750
  2151. L. Police Department Directory
  2152.
2153. A key component of the Discover Policing Web site will be to give visitors the ability to find police departments in their home areas. Matrix proposes to create a police department directory powered by the IACP GoMembers database.
  2154.
2155. The directory will work this way:
  2156.
2157. ? An export from GoMembers will populate the police department directory; or, if available from GoMembers, a Web service call will provide real-time data.
2158. ? The public Web site will include a search that allows visitors to search for police departments by city, state, or zip code.
2159. ? The zip code search will allow visitors to enter a zip code and indicate if they wish to find departments within x miles of the zip code. Choices would be 5, 10, 25, 50, 100, 150, 250 miles of the zip code entered.
  2160.
  2161. Price:
2162. ? $5,000-$6,000 to program the search and create the public pages
2163. ? Export or real-time integration with GoMembers, price TBD
  2164. M. Quick Poll
  2165.
2166. IACP is familiar with the Matrix quick poll generator from the IACP-VIPS Web site. We can implement the same type of poll on the Discover Policing site:
  2167.
2168. ? You will have the ability to update the code yourself, using a Web form.
2169. ? You can enter a question and the possible answers.
2170. ? Visitors to the site can answer the poll and view the results, or just view the results.
2171. ? Past polls can be archived and be made viewable (or not, at your discretion).
2172. ? You can even upload an image with the question.
  2173.
2174. Price: $4,500 for the quick poll programming to be implemented on your site
  2175. N. Google Analytics
  2176.
2177. Many of our clients are relying on Google analytics for real-time usage tracking, and Webtrends for overall traffic. Analytics will always under-report traffic because you will always have a percentage of people who turn off Javascript, but the overall trends between the two programs should be the same.
  2178.
2179. ? As Matrix implements your site, we'll include the Google Analytics coding on each page.
2180. ? We will create a Google analytics account for you and connect to as many Gmail accounts as you wish.
2181. ? Provide you with two hours of training on how to read the reports, set up goals, connect to AdWords, etc.
  2182.
  2183. Price: $1,000
2184. O. Customized Google Site Search
  2185.
2186. Matrix has extensive experience helping organizations implement effective site search technologies. For Discover Policing, Matrix proposes to implement the free search available from Google with customizations to the API. Many of our clients find that customizing the search page and search results works well for their needs, and that their site users are comforted by the Google name.
  2187.
  2188. Price: $2,000
  2189. P. Search Engine Optimization
  2190.
2191. There are two methods for ensuring that sites appear in the search engines: registration and optimization. Since the Discover Policing site will be completely redeveloped, we will register the site with all of the major search engines. In addition, we will provide the following services:
  2192.
2193. ? During the implementation, Matrix will ensure that all pages have proper title tags and meta tags
2194. ? Matrix will analyze the Web site's Google page rank (the credibility of the site based on the number and quality of other sites that link to it).
2195. ? Matrix will provide recommendations for finding other Web sites to link to the Discover Policing site.
2196. ? Matrix will critically review the content and formatting of major landing pages, with an eye to maximizing exposure in the search engines
  2197.
  2198. Price:
2199. ? The price to add regular title tags, meta tags and descriptions will be part of the implementation.
2200. ? $150/hour for the optimization research and recommendations. We recommend budgeting $1,500 - $2,500 for this work.
  2201.
  2202. Q. Evaluation
  2203.
2204. Six months after the launch of the new site, Matrix proposes to evaluate the impact of the site against the goals and metrics identified at the start of the project. We will review usage reports, Google results, and other reports identified and prepare a short report that quantifies the impact and effectiveness of the IACP Web site.
  2205.
  2206. Price: $500
  2207. R. Ongoing Support
  2208.
2209. Matrix is available to provide ongoing maintenance support on the Discover Policing Web site. We have no monthly minimums, and our hourly rates are:
  2210.
  2211. ? Webmaster $85 per hour
  2212. ? Designer $135 per hour
  2213. ? Tester $135 per hour
  2214. ? Programmer $135 per hour
  2215. ? Project Manager $150 per hour
  2216. ? Database Administrator $135 per hour
  2217. ? Network Administrator $135 per hour
  2218. ? Security Administrator $150 per hour
  2219. ? Consultant/Planning $175 per hour
  2220. ? Senior Consultant $250 per hour
  2221. S. Web Site Hosting
  2222.
2223. We propose a discounted rate of $400 per month to host the Discover Policing site. This hosting fee covers:
  2224.
2225. ? Hosting of content on a shared Web server and shared database server
  2226. ? Nightly back-up
2227. ? Traffic to the site
  2228. ? Monthly usage reports
  2229. ? 24/7 monitoring
  2230. ? 24/7 emergency technical support
2231. ? Firewall and intrusion detection service
2232. ? Hardware and server software upgrades + site transfers at least every three years, at no additional charge
  2233.
2234. Should the traffic on the site increase substantially in the future, we may ask for an adjustment to the monthly hosting fee.
  2235.
  2236. III. PHASE 2
2237. It is our understanding that IACP must launch Phase I of the Discover Policing site by the March 31, 2008. After that date, IACP would like to phase in enhancements to the site, with a jobs board as the first priority for Phase 2.
  2238.
2239. We provide below a suggestion for a way to approach the jobs board, and ideas for other enhancements that will heighten the Discover Policing site’s appeal to its target audiences. Matrix would be pleased to discuss these and other options, and to provide more specific pricing as IACP’s needs for Phase 2 develop further.
  2240. A. Jobs Board
  2241.
2242. Matrix proposes to leverage IACP’s investment in the IACP jobs board for the Discover Policing site. The jobs board application would work in the same way, but the database on the Discover Policing site will contain more junior-level positions than on the IACP site. We will of course wrap the jobs board in the Discover Policing design.
  2243.
2244. Price: $5,000 for the jobs board and www pages
  2245. B. Other ideas for Phase 2:
  2246.
2247. We have several ideas for taking the Discover Policing site to the next level once the initial launch has been achieved. All research shows that young audiences in particular are attracted by interactive experiences, and that they judge sites by how much they can immerse themselves in those experiences.
  2248.
2249. Some options to explore are:
  2250.
2251. ? An Interactive Policing Potential Quiz that takes the visitor through a series of questions, provides a relative score and encouraging remarks, and leads to the contact-us form to get more information on how to become a police officer; $5,000-$10,000
2252. ? An Interactive Timeline that describes the stages of different policing career paths; see http://www.nationalparks.org/ and click on “A Century of Giving” for a recently launched Matrix example of an interactive timeline; $5,000-$10,000
2253. ? An Interactive review of different types of policing jobs; $5,000-$10,000
2254. ? A Police Training simulation game that introduces the potential recruit to possible real-life situations and how a police officer is expected to respond; pricing TBD
2255. ? A Newsletter and sign-up form; in the future, IACP could create a Discover Policing newsletter that posts to the site and that can be emailed to a mailing list; $3,000-$4,000
2256. ? Interactive marketing programs on sites such as Facebook, MySpace, Second Life; $1,000-$5,000
  2257.

  2326.
  2327.
  2328. Hi Nancy,
  2329.
2330. I am almost done with the proposal, but I would like to check on those
2331. items from the National Parks Foundation site you mentioned and then
2332. send the proposal on Monday if that is okay with you. I don't think
2333. they are that hard to implement, and having the links to FaceBook, Digg,
2334. etc., might be easy to do and would add a "coolness" factor to the site
  2335. from the beginning. :)
  2336.
2337. I promise that we are hurrying, as we know you are on a tight schedule
2338. to get this site launched. I'll call you on Monday when I think you
2339. said you would be back in the office.
  2340.
2341. Many thanks, and more soon,
  2342.

2399. **** Conference Call Meeting with Nancy Kolb 01/08/08
  2400.
  2401. Justin
  2402. Emi
  2403.
2404. * Recruiting and retention in law enforcement is a huge problem
  2405.
2406. * New IACP program, Discover Policing, is trying to make push similar to
2407. Discover Nursing program (sponsored by Johnson & Johnson)
  2408.
2409. * 20-25 years old age group = primary target
  2410.
2411. * Military recruiting sites are trying to achieve some of the same goals
  2412.
2413. * Another IACP project: Looking at returning veterans as avenue for
  2414. recruiting
  2415.
2416. * Need a new site that provides a solid foundation that allows growth,
2417. way to build in specialty areas in the future
  2418.
2419. * Web site focused on recruiting police officers
  2420.
2421. * Department of Justice is funding agency, wants to see a site in March
2422. - Nancy still trying to find out her budget
  2423.
2424. * Narrow focus to start - be a police officer because..., some resources
  2425. & listings
  2426.
2427. * No URL yet - need to get one; give pricing for net admin work
  2428. -- policecareers.org
  2429. -- brainstorm and see what's available
  2430.
2431. * Content plan not clear to Nancy yet - doesn't know who will be writing
  2432. or providing
  2433.
2434. * Job board: Probably does not need to be ready in time for initial
2435. launch, but need to build in to the site eventually
  2436. -- Nationwide
2437. -- Agencies can post their own jobs, similar to VIPS site with un/pw
2438. -- Custom or third-party application, not sure which way they will want
  2439. to go
  2440. -- Phase II
  2441.
2442. * Think of this as a big marketing project for policing
  2443.
2444. * For March, get site up for funders (DOJ), leave open for growth and
  2445. building on
  2446.
2447. * Policing Profiles, both static and video
  2448.
  2449. * FAQs page
  2450.
  2451. * Send to friend
  2452.
2453. * Different audience than what IACP is used to
2454. -- younger, more tech savvy
2455. -- can be more innovative
2456. -- trying to sell the field
  2457.
2458. * Nancy is a big fan of having a CMS
  2459.
  2460. * Contact Us Form
  2461.
2462. * Newsletter to come later, no one to produce one right now
  2463.
  2464. * Branding and Identity
2465. -- Don't need own logo, will use IACP
2466. -- DOJ, BJA logos need to be on the front page
  2467. -- more about person-to-person, person-to-department
  2468.
2469. * Zip code search for police departments
2470. -- introducing aspects of policing other than municipal departments
  2471.
  2472. * Quick Poll
  2473.
2474. * Don't need "Did you know?" feature so much, but maybe merge with the idea of having police profiles for this site
  2475.
2476. * Police departments as participants
  2477. -- Job board
  2478.
2479. * Nancy liked the box on the National Parks with send-to-a-friend, RSS,
  2480. and other
  2481.
2482. * Long term, might want to create a FaceBook, MySpace marketing program
2483. that links to the site
  2484.
2485. * Second Life presence? Recruiting?
  2486.
  2487. * Interactive game?
  2488.
  2489. * Two advisory groups
  2490. -- Members, doing recruiting
  2491. -- Applicants
  2492.
  2493. * National, broad appeal
2494. -- local aspects will be addressed by local job listings
  2495.
2496. * Look at career promotion sites
  2497.
  2498. * Usage tracking tools
  2499.
  2500.
2501. Need proposal ASAP, site needs to launch in March
  2502.
2503. Nancy out Friday, leave Monday afternoon, and then on travel
  2504.
  2505.

  2616.
2617. Please work up a proposal for creating a blog to go along with the DP website. The blog would be managed by the DP project staff.
  2618.
2619. You may wish to discuss the advantages of Matrix assistance versus just doing it ourselves using public sources (wordpress, google blogger, etc).

  2632. Hi Tracy,
2633. You maybe able to find metered parking on the street near our building. I noticed that they had cleared out the snow earlier today. The roads coming here are clear as well.
  2634.
2635. We are located at 2711 Jefferson Davis Highway. The easiest way to come from Old Town would be to come up Jefferson Davis Highway, make a right on 23rd street and then an immediate right onto the frontage road (I think its called Clark Street)
  2636.
2637. Our building will be on the right (2711 Jefferson Davis Highway) across from the Hyatt. Just take the elevators to the 12th floor.
  2638.
2639. If you have any problems, feel free to call us.
  2640.
2641. See you at 2 pm

  2695.
2696. You may wish to discuss the advantages of Matrix assistance versus just doing it ourselves using public sources (wordpress, google blogger, etc).

  2779. Hi Tracy,
2780. Joanna asked that I drop you a quick note. We are thrilled to be doing a blog for you. In reference to your question about posting. The ongoing support is optional to you if you need are assistance in editing, drafting and posting content once the blog is launched.
  2781.
2782. You will of course have the credentials to go in and update yourself once the blog is launched.
  2783.
2784. Jen and I would like to set up a time to talk with you more about the blog (timeline, specs, etc.) and the integration of the new CMS features into a redesigned home page if you have some time this afternoon. In the meantime, I will be setting up a separate project for the blog specifically that we can begin using.
  2785.

2814. My only question is about who is responsible for posting entries. "Post first two posts" is included in the quote, then "develop and post content" is listed under ongoing support. Will we post items ourselves, or will all posts flow thru Matrix staff? Just a little confused as to how it will work.
  2815.
2816. If possible, please provide a timeline for delivery of blog design/set up and the integration of the new CMS features into a redesigned home page (WO id#4491).

  2835. Hi Tracy,
  2836.
2837. Thanks for taking the time to speak with Sherrie about setting up a blog for Discover Policing. We would be delighted to set-up a blog for you. Here are some thoughts re: having us set-up the blog vs. using one of the free blog platforms.
  2838.
2839. * Custom blog by Matrix Group
2840. -- would be hosted under the DiscoverPolicing.org domain
2841. -- we would have maximum flexibility over the design and functionality
2842. -- more expensive to set-up and host
2843. -- managed hosting from Matrix Group means we guarantee uptime, back-up and security
  2844.
2845. * Free blog on a platform like Wordpress or Typepad
  2846. -- low cost
2847. -- limited to existing templates, unless you want to pay extra money to set-up a custom template, in which case, you should just do a custom blog
  2848. -- extra effort to set-up a discoverpolicing.org domain
2849. -- no guarantees re: back-up and security
  2850.
2851. BTW, you may want to speak with Seana Hale at Design Cuisine, a catering company in the DC area. Her company tried to set-up a blog on its own at www.typepad.com, with no success. They turned to Matrix Group and within a few weeks, we created a modestly-priced, but beautiful and full-featured blog. Check it out at:
  2852. www.insidedesigncuisine.com
  2853.
2854. You can reach Seana Hale at (703) 769-4681 or shale@designcuisine.com
  2855.
2856. Here are a couple of other blogs we've implemented:
  2857.
2858. Accession Point CEO Jill Stelfox:
  2859. http://www.accessionpoint.com
  2860.
  2861. Fire Your Broker:
  2862. http://www.fireyourbroker.com/
  2863.
2864. NECA Transmissions for NECA CEO John Grau:
  2865. http://www.necatransmissions.org/
  2866.
2867. All that said, here is our proposal for designing and implementing a blog for Discover Policing.
  2868.
  2869. *** Blog Design and Set-UP
  2870.
2871. * Create a new design that is in line with your Web site and brand
2872. * Implement the site on a blog platform. We recommend WordPress
2873. * Populate the title tags and meta tags for the search engines
2874. * Create an RSS feed and e-mail sign-up form through FeedBurner
2875. * Add Share This functions
2876. * Plug in feeds from your social networking sites, such as Twitter and Flickr
2877. * Add Google analytics for usage tracking
2878. * Post first two posts
2879. * Do a one hour training with you
2880. * Provide you best practices on how to manage your blog
  2881.
2882. Price: $2,500 - $3,000 for design and implementation + $100 per month for hosting
  2883.
  2884. *** Ongoing Support ***
  2885.
2886. * Develop and post content for blog
2887. * Select and size photos
2888. * Edit drafts of posts submitted by DP staff
  2889.
  2890. Price: $140 per hour
  2891.
  2892. ***************************************
2893. Tracy, this doesn't have to be an all or nothing situation. We would be happy to set-up a custom blog for you or help you set-up a blog on one of the blog platforms. Thank you and let us know how we can help. Talk to you soon.
  2894. Joanna
