- Here are some discrepancies between the comp and the slice:

- The utility nav doesn't quite center align with the FaceBook and Twitter icons.
- In the slice, the blue background for the carousel area and for the footer does not extend the width of the browser window, whereas it does in the slice. The slice actually looks normal, but let's verify that's what is expected.
- The IACP logo in the header and in the footer both need badly to be cleaned up -- they have a light blue halo.
- The "Search the Site" default text in the search field is too large.
- The Go button doesn't align correctly in ie8 or FF (it only lines up correctly in Safari/Chrome)
- The text drop shadows seem to have a much larger spread in ie8 (for example, causing the drop shadows to wrap in the nav)
- There should be more margin between the carousel header and the carousel text.
- The drop shadow is missing from "» Search" in the carousel text.
- Missing +Share This button (we need to decide on a style for this button -- all caps or no?)
- The photo image for the About Youth Focused Policing block is crashing into the h3
- There should be one line of margin between the h3 and the text for the About Youth Focus Policing block and the Training and Technical Assistance Block
- The paragraph text in those two blocks should be a tiny bit smaller
- The Learn More links at the bottom of those blocks should actually have a right angle quote: » Learn More
- The Learn More links at the bottom of those blocks should also be boldface.

- The pipes between the breadcrumb links are too tall.
- We need a final, non-linked list item after the last pipe in the breadcrumbs to indicate the current page.

- Some of the specs you listed, such as adding to the site map, adding breadcrumbs, etc. are very simple and should take just a few minutes. Items 3 and 4 will be a bit trickier, since we will be making some modifications to the existing doctypes, as well as creating the display rules for the new page.
- We can work with you to create this page on an hourly basis, but recommend budgeting up to $1,500 for developer/FED time. Please let us know if this works for you and we will start working on building this out for you.

- Here are the specs:
- 1. The URL of the page should be http://www.IACPsocialmedia.org/chiefscorner.aspx. The header will be Chiefs' Corner (please note that the plural possessive change will also need to be made on he home page).
- 2. The page will have an intro paragraph (lorem ipsem fine as a placeholder) and a thumbnail (see attached for placeholder photo - we're in the process of purchasing it). (Very similar to the look of the individual topic pages) Below this will be an embedded video of remarks by our President, Mark Marshall. Video to come.
- 3. The remainder of the page will be populated by three CMS doc types, mimicking the individual topic page display. The three "resources types" to show up in the orange bar/orange text are, in order: Chiefs' Column, Publications, and Tools and Tutorials. For all three, the ONLY items it should pull are those tagged under facets as site user demographics/rank/chief. We have one document that fits within that scope under publications (Fact Sheet - Law Enforcement Executives' Social Media Top Ten). We do not anticipate having an item for tools and tutorials when we launch this new page so this header will only appear once something is tagged appropriately (similar to when we launched).
- 4. Chiefs' Column will be a new CMS doc type (using the "For Future Use" placeholder doc type). On the public side it will pull the title, author, contact e-mail (only if something entered into this field), contact number (only if something is entered into this field) public date, and summary.
- 5. On the home page, there should be a link that says >> VISIT CHIEFS CORNER (mimicking the >> READ MORE FAQs link in the third rail).
- 6. Breadcrumb should be home/chiefs corner.
- 7. It will need to be added to the site map.

- It is our understanding that IACP Discover Policing would like to have a police department directory similar to the VIPS program. In fact, Discover Policing will save money if we can re-use substantial portions of the code used to power the VIPS program database. The database will work this way:
- • Police department managers will fill out an interactive form that asks them to provide contact and department information.
- • An e-mail confirmation will be sent automatically to the police department contacts who submit a description. The e-mail will thank them for submitting their information, and let them know that it will be reviewed by an IACP staff person prior to being included in the public database.
- • A designated Discover Policing staff person will receive an e-mail, letting them know that a new police department description has been submitted and is pending review. The e-mail will include the URL for a password protected admin page showing all pending descriptions.
- • Discover Policing staff will have the opportunity to view, edit, and delete pending descriptions.
- • Approved police department descriptions will be included on the Web Site.
- • An e-mail will go to the police department contact when their description has been approved for inclusion in the Discover Policing Directory.
- • The Web Site will include a search that allows visitors to search for police departments by city, state, and zip code.
- • The zip code search will allow visitors to enter a zip code and indicate if they wish to find departments within x miles of the zip code. Choices would be 5, 10, 25, 50, 100, 150, 250 miles of the zip code entered.
- • The Web Site will also include an interactive map that allows visitors to click on a state to see all Police Departments in a specific state. For visitors who cannot use the map, there will be text links to states.
- Price: $10,500 + the cost of a zip code database (approximately $250)
- Matrix can program the application so that the person who creates the police department profile can assign themselves a username and password and login to edit their department description at any time.

- Recruiting and retaining police officers is increasingly difficult in the United States today. The International Association of Chiefs of Police (IACP), in conjunction with the Department of Justice, wishes to create a new “Discover Policing†Web site as part of a national recruitment effort for the police profession.
- The new site will be a present policing as a positive, service-oriented, and fulfilling career option, and provide information and resources about the field and how to enter it.
- For the potential recruit, the Discover Policing site should provide:
- ? Information about the profession (types of agencies)
- ? Information about policing career paths
- ? Information about the selection process / keys to success
- ? Diverse profiles of law enforcement professionals
- ? Job listings (phase II)
- For agencies, the Discover Policing site should provide:
- ? Publications and other informational resources
- ? Marketing tools
- ? A place to post jobs openings and attracting good applicants (phase II)
- The Discover Policing Web site needs to be available to the public by March 2008.
- II. WHAT MATRIX CAN DO FOR IACP
- A. Domain Name Registration
- Matrix will register the appropriate domain names for the new site.
- Price:
- ? Network administrator time at our standard hourly rate of $135/hour (estimate: half an hour needed)
- ? Plus any registrations fees (to be invoiced directly to IACP at cost)
- B. Goal Setting
- Matrix recommends devoting a small portion of this project’s kickoff meeting to outlining the metrics by which success of the site will be evaluated, particularly with regard to:
- ? Web site traffic
- ? Number of registrations
- ? Downloads of key documents
- ? Google page rank and visibility in other search engines
- By defining the goals and measures of success up front, IACP and Matrix will be able to properly assess the site's effectiveness six to twelve months from launch and thereafter.

- C. Information Architecture
- The Matrix Information Architecture process will help IACP structure and focus the Discover Policing site. We will:
- ? Meet with you to discuss the target audiences for the site – how old are they, how Web-savvy are they, what will attract them, etc.
- ? Create user profiles to highlight the paths that those target audiences will take on the new site.
- ? Help you to determine what new content will be created as part of this project.
- ? Create a site map that categorizes the sites’ content areas, dynamic functionality, and utility navigation.
- ? Develop a draft navigation structure that incorporates current and future user paths.
- ? Create black and white schematics for the home page.
- ? Create black and white schematics for the sub-level page template.
- ? Conduct conference call(s) with IACP staff to discuss the proposed navigation
- ? Deliver proposed navigation, based on meetings and user feedback, in MS-Word format (suitable for editing by IACP staff).
- Price:
- ? $3,000 - $3,500 for standard brainstorming, full navigation development and schematics
- D. Web Site Design
- It is our understanding that one of IACP’s target audiences for the Discover Policing site is the twenty- to twenty-five year-old category. Because such young audiences tend to be Web savvy, we recommend a budget big enough to allow for extra design elements that will heighten the appeal to that age group, and compete favorably with other recruiting sites.
- Matrix will provide the following:
- ? A two-hour brainstorming and planning session with IACP staff to discuss the design requirements
- ? Creation of up to 6-8 design comps for the main page over three rounds of designs

- ? Work with IACP to select photos, inspirational quotes, and other material for the movie
- ? Create storyboards that walk IACP staff through the screens and transitions
- ? Create the Flash movie
- Price:
- ? $5,000-$6,000 for a 15 second Flash movie, $7,000-$10,000 for a 30-second Flash movie (+ any fees to purchase photos)
- ? Additional costs to create video footage if needed
- F. Content Management System
- IACP already has a content management system (CMS) developed by Matrix. This Cold Fusion-based system is currently used to publish information and resources on the IACP, VIPS, and Identity Crime Web sites.
- We propose to enhance the IACP content management system, rather than implement an entirely new system, in order to save money, as well as to make it easier to index and search for content across the entire IACP family of sites in the future.
- By simply adding document types to the existing IACP CMS, staff dedicated to writing for the Discover Policing site will have the ability to post content in sections that are time-sensitive and that need to be updated frequently. The IACP CMS gives staff the following capabilities:
- ? Format text using a WYSIWYG editor
- ? Upload and easily insert photos into the text of articles
- ? Upload multiple files
- ? Enter multiple related links to outside pages
- ? Categorize content according to special interests that match the special interests of members in the members database
- ? Create links to related articles within the site
- ? Embargo content until a specified date
- ? Specify an archive date
- Some possible document types might include:

- ? News or Press Releases
- ? Personal Profiles
- ? Resources for Getting Started in Policing
- ? Resources for Preparing for a Career Change
- Price:

- ? $2,500-$3,000 for connecting IACP’s CMS engine to a different domain, creating separate IACP-DP-specific CMS admin pages and linking them to the IACP-DP site via a password-protected directory, and modifying the CMS to accommodate IACP-DP’s different content needs.
- G. Implementation of Content
- To build the site, Matrix will provide the following:
- ? Creation of the directory structure
- ? Setting up the templates and master style sheet
- ? Migrating existing and new content to the new site structure
- ? Migrating existing and new content into the content management system
- ? Stripping headers and footers from existing content
- ? Cleaning up html coding

- H. Posting Videos
- Videos can be converted to Real, Windows Media, or Flash, then put on the Discover Policing site.
- Price:
- ? $100 - $500 to convert videos (it is slightly more expensive to convert to Flash)
- ? $100 - $200 per month to host streaming video (not necessary for movies under 15 minutes converted to Flash)
- I. Send-to-a Friend and Social Networking & Bookmarking Links
- A Send-to-a-friend form will allow a site visitor to direct a friend or relative to Discover Policing. The form will be linked from the header of all dynamic and HTML pages; unfortunately, the form cannot be added to PDF files.
- The form will allow visitors to enter:
- ? Their name and e-mail
- ? E-mail address(es) of their friend(s)
- ? Message to the friend(s)
- The e-mail will be sent to the friend, along with the URL of the referenced page.
- Matrix will also create links to popular social networking and bookmarking venues Digg, Yahoo, Facebook, Google reader, Reddit, and del.icio.us. These links will allow the visitor to introduce the Discover Policing site to his/her social network (ex: Facebook), or add it as a site s/he wants to remember and keep track of (ex: Digg). See a Matrix implementation of these links under the “Share This†header of any interior page of the National Parks Foundation Web site at http://www.nationalparks.org.

- J. RSS Feeds
- Matrix can also implement RSS feeds from your content. We recommend a page that explains RSS, then allows visitors to subscribe. See a Matrix example at: http://www.ecmag.com/
- Price: $2,000 for 3 RSS feeds from dynamic sections of the site
- K. Email Notification Form
- Matrix will develop an online “Contact Us†form that will allow site visitors to request more information about Discover Policing. The form will trigger an email to a designated IACP staff member. Note: This form will not save the contact information to a database.
- Price: $750
- L. Police Department Directory
- A key component of the Discover Policing Web site will be to give visitors the ability to find police departments in their home areas. Matrix proposes to create a police department directory powered by the IACP GoMembers database.
- The directory will work this way:
- ? An export from GoMembers will populate the police department directory; or, if available from GoMembers, a Web service call will provide real-time data.
- ? The public Web site will include a search that allows visitors to search for police departments by city, state, or zip code.
- ? The zip code search will allow visitors to enter a zip code and indicate if they wish to find departments within x miles of the zip code. Choices would be 5, 10, 25, 50, 100, 150, 250 miles of the zip code entered.
- Price:
- ? $5,000-$6,000 to program the search and create the public pages
- ? Export or real-time integration with GoMembers, price TBD
- M. Quick Poll
- IACP is familiar with the Matrix quick poll generator from the IACP-VIPS Web site. We can implement the same type of poll on the Discover Policing site:
- ? You will have the ability to update the code yourself, using a Web form.
- ? You can enter a question and the possible answers.
- ? Visitors to the site can answer the poll and view the results, or just view the results.
- ? Past polls can be archived and be made viewable (or not, at your discretion).
- ? You can even upload an image with the question.
- Price: $4,500 for the quick poll programming to be implemented on your site
- N. Google Analytics
- Many of our clients are relying on Google analytics for real-time usage tracking, and Webtrends for overall traffic. Analytics will always under-report traffic because you will always have a percentage of people who turn off Javascript, but the overall trends between the two programs should be the same.
- ? As Matrix implements your site, we'll include the Google Analytics coding on each page.
- ? We will create a Google analytics account for you and connect to as many Gmail accounts as you wish.
- ? Provide you with two hours of training on how to read the reports, set up goals, connect to AdWords, etc.

- O. Customized Google Site Search
- Matrix has extensive experience helping organizations implement effective site search technologies. For Discover Policing, Matrix proposes to implement the free search available from Google with customizations to the API. Many of our clients find that customizing the search page and search results works well for their needs, and that their site users are comforted by the Google name.
- Price: $2,000
- P. Search Engine Optimization
- There are two methods for ensuring that sites appear in the search engines: registration and optimization. Since the Discover Policing site will be completely redeveloped, we will register the site with all of the major search engines. In addition, we will provide the following services:
- ? During the implementation, Matrix will ensure that all pages have proper title tags and meta tags
- ? Matrix will analyze the Web site's Google page rank (the credibility of the site based on the number and quality of other sites that link to it).
- ? Matrix will provide recommendations for finding other Web sites to link to the Discover Policing site.
- ? Matrix will critically review the content and formatting of major landing pages, with an eye to maximizing exposure in the search engines
- Price:
- ? The price to add regular title tags, meta tags and descriptions will be part of the implementation.
- ? $150/hour for the optimization research and recommendations. We recommend budgeting $1,500 - $2,500 for this work.
- Q. Evaluation
- Six months after the launch of the new site, Matrix proposes to evaluate the impact of the site against the goals and metrics identified at the start of the project. We will review usage reports, Google results, and other reports identified and prepare a short report that quantifies the impact and effectiveness of the IACP Web site.

- R. Ongoing Support
- Matrix is available to provide ongoing maintenance support on the Discover Policing Web site. We have no monthly minimums, and our hourly rates are:

- ? 24/7 monitoring
- ? 24/7 emergency technical support
- ? Firewall and intrusion detection service
- ? Hardware and server software upgrades + site transfers at least every three years, at no additional charge
- Should the traffic on the site increase substantially in the future, we may ask for an adjustment to the monthly hosting fee.
- III. PHASE 2
- It is our understanding that IACP must launch Phase I of the Discover Policing site by the March 31, 2008. After that date, IACP would like to phase in enhancements to the site, with a jobs board as the first priority for Phase 2.
- We provide below a suggestion for a way to approach the jobs board, and ideas for other enhancements that will heighten the Discover Policing site’s appeal to its target audiences. Matrix would be pleased to discuss these and other options, and to provide more specific pricing as IACP’s needs for Phase 2 develop further.
- A. Jobs Board
- Matrix proposes to leverage IACP’s investment in the IACP jobs board for the Discover Policing site. The jobs board application would work in the same way, but the database on the Discover Policing site will contain more junior-level positions than on the IACP site. We will of course wrap the jobs board in the Discover Policing design.
- Price: $5,000 for the jobs board and www pages
- B. Other ideas for Phase 2:
- We have several ideas for taking the Discover Policing site to the next level once the initial launch has been achieved. All research shows that young audiences in particular are attracted by interactive experiences, and that they judge sites by how much they can immerse themselves in those experiences.
- Some options to explore are:
- ? An Interactive Policing Potential Quiz that takes the visitor through a series of questions, provides a relative score and encouraging remarks, and leads to the contact-us form to get more information on how to become a police officer; $5,000-$10,000
- ? An Interactive Timeline that describes the stages of different policing career paths; see http://www.nationalparks.org/ and click on “A Century of Giving†for a recently launched Matrix example of an interactive timeline; $5,000-$10,000
