  1. A tick throw is a throw (normal or command throw) immediately following a light normal. There are three main reasons to do that. One, the hitstun on a light normal is very short so it's easy to surprise people with a throw who weren't expecting one so soon after an attack. Two, hitstun makes it so they can't attack fast enough to interrupt your throw. Three, it forces them to tech (or escape like jump or backdash) throws at very particular times, which you can then anticipate and counter hit (called a frame trap).

  3. A good way to practice tick throws in training mode are to set the dummy to block everything, record a recovery action of a light normal (time it so it says reversal). Then set it to playback. The dummy should do a reversal light every time you touch them. Try to do like LP into throw so that you successfully grab them, and you don't grab too early or too late and get counter hit. That will give you a good sense on the timing of a tick throw. You can also try and find a pair of normals (like necalli st. LK, st. MK) which will counter hit the light normal. Basically these two options form an up close mixup, if one fails the other would have worked.
