Hemlocke grew up in the now deceased Severin City, working at the nuclear plant which powered the whole Flamma region with energy. As a child, he was always upbeat and carefree. After many years of working at the plant, he finally managed to work his way up to the manager of the plant. However, once the reactor blew, everything had changed. In grief, he wandered among the deceased and contemplated life, finding a ghastly among the rubble, tending to it as it was his only connection to the city. After a few days, he head out into the surrounding forest so that he could hopefully mend ties with himself. There, he met many of his now elite Pokemon, such Amoonguss and Nidoking. After many years, finally accepted what had happened and vowed to travel back to his former home. When he traveled back to the city, things had not taken a turn for the better. The sky had turned from shining sunlight to a thick smog, and all the carefree pokemon had turned into blobs of sludge. With his memories rushing back, he couldn't decide on whether to stay in the city or to head out and search for a new life. After a few days of deliberation, he decided to stay. The smog surrounding the city took many years for Hemlocke to adjust, but eventually his body ajisted to the toxic atmosphere. Bent on restoring Severin city back to a flourishing utopia, it is now Hemlockes duty to protect the poison types living inside of the city's walls and within the forest.

Severin City used to be a utopia of human and Pokemon life, with  many grass and bug types living within the surrounding forest, and many electric and fighting types working on the power plant. However, a freak accident one day caused everyone but one person to die and all of the Pokemon slowly turning into poison types due to the inhospitable atmosphere and the large smog cloud surrounding the city. The lack of power hit many other cities hard, and many have not fully recovered. Severin City is now only used as a pitstop for challengers to visit, but there's only one permanent inhabitant; Hemlocke. Even the Pokemart and Pokemon center are manned by machines Hemlocke has created. There are now no attractions in the city besides the power plant which Hemlocke has turned into the cities gym.
Hemlocke greats any challenger as they enter the city, as he is the only inhabitant within and his house is the only one with a fresh supply of oxygen and is free of the smog.

Gym: Hemlockes gym is in the direct middle of the town, in the abandoned power plant. there's a small stream with water tainted with chemicals flowing out of the front. The puzzle within the gym is that you have to navigate the rubble strewn gym pressing levers. A small stream of acidic water will floor down from a pipe in the ceiling and melt the rubble away. However, the acid also melts the  ground underneath the rubble, possibly causing you to possibly get stuck. You have a time limit of solving the puzzles in this gym as you can't survive with the smog in the air for too long. You only get 4 pieces of wood to traverse the stream, but after you use one it becomes corroded and therefore unusable. There aren't any trainers in the gym, however there are wild Muks and Garbodors if you don't melt the right pile of rubble.  There are also wild Crobats that periodically fly down and attack you. Hemlocke is waiting at the back until you arrive, surrounded by a pool of toxic waste.

After the battle: This is the smog badge, it lets you use the HM Dive outside of battle, however I wouldn't recommend you try it here in Severin City. Oh, I almost forgot. This is TM 34: Sludge Wave. Sludge Wave swamps the area around you with toxic waste, which is accurate of what has happened here in this city. I hope you shall utilize it well long your journey.
