Church borough

I have another proposal for the Church, so that it could up to its ambition. We discussed it with sphericon.

A brand-new borough is given to Church. Conditions:
- Exclusive use for the Church. No selling or renting of land or building (building monastery, clergy house or the like for Church members is OK - after, church promises free housing for any of its members)
- 5% of all Church profits go to the King, forever. Between monopoly on beer and future foreign expedition, there is some potential.

Since there will be some wood and stone in it, Church shall be able to build its own building, although rudimentary. Monks and most of the rest of the clergy have a low luxury level, so the Church will save on windows.
