8.
9. Elections: Dilma, from PT ("Workers' Party") won over Aécio Neves, from PSDB ("Party of the Social Democracy in Brazil") by a small difference. She won in the second round with 51,64% of the valid votes, over 48,36% of Aécio. The elections were troubled and, according to some voters, even exciting.
10.

16.
17. Read the Dilma's speech on Congress
18.
19. Ladies and gentlemen,
20. I return to this home with a soul full of joy, responsibility and hope.
21. I am happy to have won challenges and honored the name of Brazilian women.
22. The name of millions of anonymous warriors who, returning to occupy, embodied in my figure, the highest rank of our great nation.
23. Incarnate another collective soul that furthers my responsibility and my hope.
24. The national project that you have the most profound and lasting popular support of our democratic history.
25. This national project triumphed and remains, due to the great results achieved so far, and because the people understand that this is a long-term collective project.
26. This project belongs to the Brazilian people and, more than ever, is for the people and with the people that we govern.
27. From the extraordinary work begun by President Lula's government and continued by us, we now have the first generation of Brazilians who did not experience the tragedy of hunger.
28. Rescued 36 million in extreme poverty, 22 million just in my first term.
29. Never have so many Brazilians amounted to the middle classes.
30. Never have so many Brazilians won many formal jobs.
31. Never the minimum wage and other wages have appreciated for so long and with such vigor.
32. Never have so many Brazilians have become owners of their own homes.
33. Never have so many Brazilians had access to technical education and university.
34. Never Brazil experienced such a long period without institutional crises.
35. Never institutions were so strengthened and respected, and was ever found and punished so transparency corruption.
36. In our governments, we fulfill the fundamental commitment to offer a huge population excluded, the basic rights that should be guaranteed to all citizens.
37. The right to work, to feed the family, to educate and to believe in a better future for their children.
38. That was both a population that had so little, it became little for a population that met Finally, governments that respect and that really strive to protect it.
39. The population wanted us to stay because he saw the result of our work, realized the limitations imposed on the time and concluded that we can do much more.
40. The message that the people sent us was not only recognition and trust, was also a message from those who want more and better.
41. Therefore, the word most repeated in the campaign was change, and the most cited issue was reform.
42. So, I repeat today in this inaugural ceremony: I was brought back to the Presidency to continue the great changes in the country and not betray this call.
43. The Brazilian people want change, want to advance or more.
44. That's what I also want!
45. That's what I do, boldly but humbly, with the support of this House and the strength of the people.
46. This act of possession is, first of all, a reaffirmation ceremony and expansion commitments. It is the opening of a new stage in this historic process of social change in Brazil.
47. I should also like to renew, in this House, my commitment to permanent and stubborn defense of the Constitution, the law, individual freedoms, democratic rights, the most extensive freedom of expression and human rights.
48. Dear Brazilians dear,
49. In my first term, Brazil reached an historic achievement: overcome extreme poverty.
50. But as I said - and I know that is expected of all Brazilians - the end of misery is only a start.
51. Now is the time to proceed with our project, to pursue new goals. It's time to improve what is good, correct what it takes and do what people expect of us.
52. Yes, at this time, rather than simply ensure the minimum required, we have to fight to offer as much as possible. We will need, government and society patience, courage, persistence, humility and balance to overcome the obstacles. And win
53. The Brazilian people want to democratize, more income, knowledge and power.
54. The Brazilian people want education, health, and safety of more quality.
55. The Brazilian people still want more transparency and combat all types of crime, especially corruption - and wants the arm of justice reach everyone equally.
56. I'm not afraid to face these challenges, because I know I will not face this fight alone.
57. I know that I count on your support we and parliamentary ladies, legitimate representatives of the people in this Congress.
58. I know that I count on the support of my dear Vice President Michel Temer, of every hour partner.
59. I know that I am counting on the efforts of the men and women of the judiciary.
60. I know that I count on the strong support of my power base, each party leadership from our base and the ministers and ministers who are, as of today, working beside me in Brazil.
61. I know that I count on the support of every member of my party, the PT, and the militancy of each party of the governing coalition, represented here by the most outstanding militant and most popular leader in our history, President Luiz Inacio Lula da Silva.
62. I know that I count on the support of social movements and trade unions; and know how much I'm willing to mobilize all Brazilian people in this effort to a new rush of our beloved Brazil.
63. As we prove that it is possible to grow and distribute income, we will prove that you can make adjustments in the economy without revoking conquered rights or betray our social commitments.
64. We will prove that after making social policies that surprised the world, you can correct any distortions and make them even better.
65. It is urgent, too, we implement the most modern and ethical political practices and therefore healthier.
66. That's what makes urgent and necessary political reform.
67. A deep reform is constitutional responsibility of this House, but that should mobilize the whole society in the search for new methods and new ways for our democratic life. Political reform that stimulates the Brazilian people to resume his taste and his admiration for the policy.
68. Brazilian and Brazilian ones dear,
69. In this solemn moment ownership is important that I detail some concrete actions and attitudes that will guide our second term.
70. The changes that the country waiting for the next four years depends largely on the stability and credibility of the economy.
71. That, to me, is nothing new.
72. Always supervised my actions by the conviction of the value of economic stability, the centrality of controlling inflation, the imperative of fiscal discipline and the need to win and deserve the confidence of workers and employers.
73. Even in the midst of an international environment of extreme instability and economic uncertainty, respect for these economic fundamentals allowed us to reap positive results.
74. In all the years of my first term, inflation remained below the target ceiling and so will continue.
75. In economics, we concern ourselves with what, but we also have to celebrate.
76. Brazil is now the 7th economy in the world, the 2nd largest producer and agricultural exporter, the 3rd largest exporter of minerals, the 5th country that attracts more foreign investment, the 7th in accumulation of foreign reserves and the 3rd largest Internet user.
77. In addition, the net public sector debt is now lower than at the beginning of my term.
78. International reserves are at historic high at around 370 billion dollars.
79. Foreign direct investment reached, the last four years, record volumes.
80. More importantly, the unemployment rate is the lowest levels ever experienced in the history of our country.
81. We generate 5 million and 800 thousand formal jobs in a period when the world submerged in unemployment.
82. But we want to go further and we must do better!
83. Therefore, the new mandate will create, through firm and sober action in the economy, an even more favorable business environment, productive activity, investment, innovation, competitiveness and sustainable growth. We will fight relentlessly bureaucracy.
84. All this back to what is most important and priority: maintaining employment and the enhancement of salary, in particular, the minimum wage appreciation policy will continue assuring.
85. More than anyone I know that Brazil needs to grow back.
86. The first steps of this walk go through an adjustment in the public accounts, an increase in domestic savings, the expansion of investment and raising the productivity of the economy.
87. We will do this with the least possible for the population, especially for those most in need.
88. I reaffirm my deep commitment to the maintenance of all labor and social security rights.
89. We are aware that the expansion and sustainability of social policies requires equity and permanent correction of distortions and possible excesses.
90. Let us once again defeat the false argument that says there is a conflict between economic stability and social investment and infrastructure.
91. Speaking of the challenges of our economy, I must say a word to the millions of micro and small entrepreneurs in Brazil.
92. In my first term, we improved and universalizing Simple and expanded the supply of credit to small entrepreneurs.
93. I want, in this new mandate, go further. I intend to submit to Congress a bill creating a transition mechanism between the categories of the Simple and the other tax regimes.
94. Let's end the tax gap that makes small businesses are afraid to grow. Because if the small business does not grow, the country also does not grow.
95. Devote ourselves also to increase the competitiveness of our country and our businesses.
96. We will give priority to the development of science, technology and innovation, stimulating and strengthening partnerships between the productive sector and our research centers and universities.
97. A more competitive Brazil is rising too, from the massive investments in infrastructure, energy and logistics.
98. Since 2007, the two editions of the Growth Acceleration Program - PAC-1 and PAC-2 - which totaled about 1 trillion and 600 billion dollars in investments in thousands of kilometers of highways, railways; in works in ports, waterway terminals and airports. In the expansion of generation and power transmission network. In sanitation and power connections of Light for All.
99. With the investment program in Logistics, we have taken a step further by building partnerships with the private sector, implementing a new model of concessions that accelerated the expansion and led to a jump in quality of our logistics.
100. Ensure the provision of airports and thousands of miles of roads and the authorization for dozens of new port terminals for private use.
101. Now, we will launch the PAC 3 and the Investment Program in Logistics 2. Thus, from 2015 we will start the implementation of a new logistics investment portfolio, energy, social infrastructure and urban, combining public and private investment partnerships.
102. We will improve the regulation models, the private market for long-term credit, guarantees for financing large-scale projects.
103. Yet I reaffirm my commitment to support states and municipalities in the much desired expansion of public transport infrastructure in our cities.
104. Is underway a portfolio of 143 billion reais in works of urban mobility throughout Brazil.
105. I note that in this new mandate, we focus on the infrastructure that will lead us to the future Brazil: a broadband internet network.
106. In 2014, in a joint effort with this Congress, gave the Brazil one of the most modern legislation in the world in the area of internet, the Marco Civil Internet.
107. I reiterate here my commitment over the next four years for promoting universal access to an internet service in cheap broadband, quickly and safely.
108. I want to reaffirm our commitment to continue reducing regional imbalances, boosting cross-cutting policies and infrastructure projects, especially in the Northeast and in the Amazon region. Was decisive reduce the impact of prolonged drought in the northeastern semi-arid region, but more important is the completion of the new manufacturing infrastructure and water resources perenizando 1,000 km of rivers, combined with the important social investment in more than one million tanks.
109. Ladies and gentlemen
110. I would now announce the new motto of my government.
111. It is simple, straightforward and mobilizer.
112. Reflects clearly what will be our top priority and signals to which sector should converge the efforts of all areas of government.
113. Our motto is: BRAZIL, COUNTRY TEACHER!
114. This is the motto with double meaning. When bradarmos "BRAZIL, COUNTRY TEACHER" we are saying that education is the top priority, but also that we must seek in all government actions, a trainer sense, a civil practice, a commitment to ethics and republican sentiment.
115. Only education liberates people and opens the doors of a prosperous future.
116. Democratize knowledge means universal access to quality education at all levels - from kindergarten to graduate; for all segments of the population - the most marginalized, blacks, women and all Brazilians.
117. Throughout this new term, education will start receiving more significant volumes of resources from oil royalties and social background of the pre-salt.
118. Thus, our political determination will add more features, more investments.
119. We will continue expanding access to day care centers and pre-schools for all, ensuring the fulfillment of the goal of universal by 2016, access of all children aged 4 to 5 years to preschool.
120. We will follow up the implementation of literacy at the right age and in full-time education.
121. Special emphasis will give to high school, seeking in partnership with the United accomplish curricular changes and the improvement of teacher education.
122. The Pronatec offer, by 2018, 12 million jobs for our young people, working men and women have more opportunities to obtain better jobs and can further contribute to increasing the competitiveness of the Brazilian economy.
123. Give special attention to Pronatec Young Apprentice, which will allow for micro and small companies to hire a young man to act in their establishment.
124. We will continue to support our universities and stimulating their approach with the most dynamic sectors of our economy.
125. The Science Without Borders will continue providing scholarships at the best universities in the world for 100,000 young Brazilians.
126. Brazilian and Brazilian ones dear.
127. Brazil will continue as the leader country in the world in transforming social policies.
128. The beneficiaries of the Bolsa Família will continue ensuring access to social policies and new revenue opportunities. Featured will be given to vocational training of adult beneficiaries and education of children and young people.
129. With the third phase of the Minha Casa Minha Vida will hire more 3 million new homes, which add up to 2 million homes delivered by 2014 and one million and 750 thousand homes under construction, which will be delivered this second term.
130. In health, reaffirm our commitment to strengthen the SUS.
131. Undoubtedly, the most important brand of my first term was the implementation of More Doctors, leading primary health care to 50 million people who did not have access to the most vulnerable areas of our country.
132. We will continue expanding the vacancies graduation and residency, so that more and more young Brazilians can become doctors and ensure compliance with the Brazilian people.
133. In this second term, will deploy more specialties to ensure access resolute and timely to patients requiring consultation with a specialist, tests and procedures.
134. My friends and my friends,
135. I will assume all Brazilian men and women committed to redouble our efforts to change the situation of public security in our country.
136. Will install command and control centers in all capitals, expanding the capacity of action of our police and the integration of intelligence agencies and security forces.
137. Reinforce the actions and our presence at the borders to combat drug trafficking and arms with the Strategic Border Program.
138. I will propose to Congress to change the Constitution, to address public safety as a common activity of all federal entities, enabling the Union to establish general guidelines and rules valid for the entire national territory, to induce uniform policies in the country and spread the adoption of good practices in policing.
139. Ladies and gentlemen,
140. Invested a lot and across the country without giving a moment of our commitment to environmental sustainability of our development.
141. A given explains this commitment: achieved in the four years of my first term, the four smaller Amazonian deforestation rates.
142. Over the past four years, the National Congress approved a new Forest Code and implemented the Rural Environmental Registry - CAR. We will deepen the modernization of our environmental legislation and, starting this year, we will engage heavily in international climate negotiations so that our interests are involved in the process of establishing global emissions reduction parameters.
143. Our sovereign insertion in international politics will continue to be marked by the defense of democracy, the principle of non-intervention and respect for the sovereignty of nations, the negotiated solution of the conflict with the defense of human rights, the fight against poverty and inequality, the preservation of environment and multilateralism.
144. We will insist in the struggle for reform of the main multilateral organizations, whose governance today does not reflect the current correlation of global forces.
145. We will maintain the priority to South America, Latin America and the Caribbean, which will result in the effort to strengthen MERCOSUR, UNASUR and the Community of Latin American countries and the Caribbean (ECLAC), without regard to ideological.
146. Similarly emphasis will be given to our relations with Africa, with Asian countries and the Arab world.
147. With the BRICS, our global strategic partners - China, India, Russia and South Africa - will move forward on trade, science and technology partnership, diplomatic actions and the implementation of development Bank and implementation of the contingent reserves agreement.
148. It is of great relevance improve our relationship with the United States, for its economic importance, science and technology policy, let alone the volume of our bilateral trade.
149. The same applies to our relations with the European Union and Japan, with which we have fruitful ties.
150. In 2016, the eyes of the world will once again facing Brazil, with the Olympic Games.
151. We are sure that more time as the World Cup, we will show the organizational skills of Brazilian and now one of the most beautiful cities in the world our Rio de Janeiro.
152. Brazilians and Brazilian,
153. All we are saying, everything we are proposing converges to a great goal: to expand and strengthen democracy, truly democratizing power.
154. Democratizing power means to fight for political reform, listen carefully to society and social movements and seek the opinion of the people to strengthen the legitimacy of the actions of the Executive.
155. Democratizing power means vigorously tackle corruption.
156. Corruption steals the legitimate power of the people. Corruption offends and humiliates workers, entrepreneurs and honest and very Brazilian.
157. Corruption should be excised.
158. The Brazil never know compactuei with any unlawful or shoddy. My government was the most supported the fight against corruption, by creating stricter laws for the strong and free action of moorings of the organs of internal control, the autonomy of the Federal Police as a state institution, and independence assured the Ministry public.
159. Governments and justice will be playing the roles expected of them exemplarily punish the corrupt and corrupting.
160. The fight that saw waging against corruption, especially against impunity of corrupt and corrupting, will gain even more strength with a package of measures I undertake to submit to the National Congress in the first half.
161. There are five steps: turn into crime and punish harshly with public officials who enrich without justification or do not show the source of their earnings; modify the electoral law to turn in crime cash practice 2; create a new kind of lawsuit that allows the confiscation of property acquired illegally or without proof; amend legislation to expedite the trial of cases involving the misuse of public resources; and create a new structure in the judiciary to give faster and more efficient investigations and proceedings against those who have privileged forum.
162. In essence, they are intended to ensure processes and faster and tougher punishment judgments, but can never harm the full rights of defense and the contradictory.
163. I am proposing a major national pact against corruption, which involves all levels of government and all the nuclei of power in both the public and the private room environment.
164. Ladies and gentlemen,
165. As I did in my graduation, I now refer to our Petrobras, a company with 86,000 employees dedicated and honest that was, unfortunately, some servers who could not honor it, being hit by fighting corruption.
166. Petrobras was already going through a vigorous management improvement process. The current reality only reinforces our determination to deploy, at Petrobras, the most efficient and rigorous governance structure and control a company has had in Brazil.
167. Petrobras is capable of that and more. It became the world's largest company in technical ability in deepwater exploration. This led to the largest oil discovery of this new century - the pre-salt deposits, whose farm, which is already a reality, will make Brazil one of the largest producers in the world.
168. We have many reasons to preserve and defend the Petrobras internal predators and their external enemies.
169. So let us determine with accuracy all wrong has been done and strengthen it more and more.
170. We will mainly create mechanisms that prevent events like these can recur.
171. Healthy commitment of justice to investigate and punish should also allow us to recognize that Petrobras is the most strategic company for Brazil and the one that hires and invests in the country.
172. So we have to know and determine punish know, without weakening Petrobras, nor reduce its importance for the present and for the future.
173. We can not allow Petrobras is the target of a speculative siege of interests contradicted with the adoption of sharing scheme and local content policy, which ensured our people, control over our oil wealth.
174. Petrobras is greater than any crisis and therefore is able to overcome them and leave them stronger.
175. Dear Brazilians dear,
176. The Brazil will not always be a developing country.
177. Your destiny is to be a developed and just, and it is this destination we are building.
178. A nation in which all people have equal opportunities: to study, work, live in decent conditions in the city and the countryside.
179. A country that respects and preserves the environment and where all people can have the same rights: freedom of information and opinion, culture, consumption, dignity, equality regardless of race, creed, gender or sexuality.
180. Stubbornly devote all my efforts to lead Brazil to begin a new historical cycle of change, opportunity and prosperity, based on the strengthening of a stable economic policy, solid, intolerant of inflation, and that leads us to resume a phase strong sustainable growth with more quality in public services.
181. I assume here a compromise with Brazil that produces and Brazil working.
182. Also reiterate my respect and my trust in the judiciary, the National Congress, parties and representatives of the Brazilian people.
183. I reaffirm my faith in politics that turns for the better life of the people.
184. I would ask the parliamentary and ladies who join together hands in favor of Brazil, because most of the changes that the people demand must be born here, in the big house of the people.
185. My friends and my friends,
186. I've been a few times close to death and left these situations a person better and stronger.
187. I am a former opponent of a power system that caused me pain and left me scarred, but never destroyed me the dream of living in a democratic country and the will to fight and build this dream.
188. So am moved to say that I am a survivor.
189. If I may, I mean more, belong to a winning generation.
190. Two features that bring me the Brazilian people - it also a survivor and a winner who never gives up her dreams.
191. God has placed in my chest a heart full of love for people and for my country.
192. But first of all a brave heart who is not afraid of the fight.
193. A heart, yes, shooting the chest with the energy of love, dream and hope.
194. A heart so full of faith in Brazil that is not afraid to proclaim, we will overcome all difficulties, because we have the key to this.
195. This key can be summarized in a verse-flavored prayer:
196. "The impossible is done already, only miracles are for later."
197. Thank you very much.
198. Viva Brazil! Long live the Brazilian people!
199.
