From the extraordinary work begun by President Lula's government and continued by us, we now have the first generation of Brazilians who did not experience the tragedy of hunger.

Never have so many Brazilians amounted to the middle classes.
Never have so many Brazilians won many formal jobs.
Never the minimum wage and other wages have appreciated for so long and with such vigor.
Never have so many Brazilians have become owners of their own homes.
Never have so many Brazilians had access to technical education and university.

In our governments, we fulfill the fundamental commitment to offer a huge population excluded, the basic rights that should be guaranteed to all citizens.

In this solemn moment ownership is important that I detail some concrete actions and attitudes that will guide our second term.
The changes that the country waiting for the next four years depends largely on the stability and credibility of the economy.
That, to me, is nothing new.
Always supervised my actions by the conviction of the value of economic stability, the centrality of controlling inflation, the imperative of fiscal discipline and the need to win and deserve the confidence of workers and employers.
Even in the midst of an international environment of extreme instability and economic uncertainty, respect for these economic fundamentals allowed us to reap positive results.
In all the years of my first term, inflation remained below the target ceiling and so will continue.
In economics, we concern ourselves with what, but we also have to celebrate.
Brazil is now the 7th economy in the world, the 2nd largest producer and agricultural exporter, the 3rd largest exporter of minerals, the 5th country that attracts more foreign investment, the 7th in accumulation of foreign reserves and the 3rd largest Internet user.
In addition, the net public sector debt is now lower than at the beginning of my term.

More than anyone I know that Brazil needs to grow back.
The first steps of this walk go through an adjustment in the public accounts, an increase in domestic savings, the expansion of investment and raising the productivity of the economy.

Speaking of the challenges of our economy, I must say a word to the millions of micro and small entrepreneurs in Brazil.
In my first term, we improved and universalizing Simple and expanded the supply of credit to small entrepreneurs.
I want, in this new mandate, go further. I intend to submit to Congress a bill creating a transition mechanism between the categories of the Simple and the other tax regimes.
Let's end the tax gap that makes small businesses are afraid to grow. Because if the small business does not grow, the country also does not grow.

Only education liberates people and opens the doors of a prosperous future.
Democratize knowledge means universal access to quality education at all levels - from kindergarten to graduate; for all segments of the population - the most marginalized, blacks, women and all Brazilians.
Throughout this new term, education will start receiving more significant volumes of resources from oil royalties and social background of the pre-salt.
Thus, our political determination will add more features, more investments.
We will continue expanding access to day care centers and pre-schools for all, ensuring the fulfillment of the goal of universal by 2016, access of all children aged 4 to 5 years to preschool.
We will follow up the implementation of literacy at the right age and in full-time education.
Special emphasis will give to high school, seeking in partnership with the United accomplish curricular changes and the improvement of teacher education.

Undoubtedly, the most important brand of my first term was the implementation of More Doctors, leading primary health care to 50 million people who did not have access to the most vulnerable areas of our country.

We will insist in the struggle for reform of the main multilateral organizations, whose governance today does not reflect the current correlation of global forces.
We will maintain the priority to South America, Latin America and the Caribbean, which will result in the effort to strengthen MERCOSUR, UNASUR and the Community of Latin American countries and the Caribbean (ECLAC), without regard to ideological.
Similarly emphasis will be given to our relations with Africa, with Asian countries and the Arab world.
With the BRICS, our global strategic partners - China, India, Russia and South Africa - will move forward on trade, science and technology partnership, diplomatic actions and the implementation of development Bank and implementation of the contingent reserves agreement.

All we are saying, everything we are proposing converges to a great goal: to expand and strengthen democracy, truly democratizing power.
Democratizing power means to fight for political reform, listen carefully to society and social movements and seek the opinion of the people to strengthen the legitimacy of the actions of the Executive.
Democratizing power means vigorously tackle corruption.
Corruption steals the legitimate power of the people. Corruption offends and humiliates workers, entrepreneurs and honest and very Brazilian.
Corruption should be excised.
The Brazil never know compactuei with any unlawful or shoddy. My government was the most supported the fight against corruption, by creating stricter laws for the strong and free action of moorings of the organs of internal control, the autonomy of the Federal Police as a state institution, and independence assured the Ministry public.

Petrobras was already going through a vigorous management improvement process. The current reality only reinforces our determination to deploy, at Petrobras, the most efficient and rigorous governance structure and control a company has had in Brazil.
Petrobras is capable of that and more. It became the world's largest company in technical ability in deepwater exploration. This led to the largest oil discovery of this new century - the pre-salt deposits, whose farm, which is already a reality, will make Brazil one of the largest producers in the world.
We have many reasons to preserve and defend the Petrobras internal predators and their external enemies.

Stubbornly devote all my efforts to lead Brazil to begin a new historical cycle of change, opportunity and prosperity, based on the strengthening of a stable economic policy, solid, intolerant of inflation, and that leads us to resume a phase strong sustainable growth with more quality in public services.
