  21. My Answers (please consider your own):

  23. 1: The current policies and services do little or nothing to protect teenagers in crisis because any eventuality that requires any depth of intervention are then passed along to other Governmental or Policing organizations. Thus, the only accountability built into the educational system is the correct process by which staff and administration may absolve their responsibilities to a third party.

  25. 2: By virtue of defining the second question as a 'developmental and mental health' issue at the outset of what I now take to be public relations exercise to confirm that no one in the Nova Scotia Government bears any culpability in the death of Rehtaeh Parsons - you are (once again) blaming the victim by inferring pre-existing deficiency. When in truth, it was exactly the process outlined in answer 1 that specifically caused a 17 year child to come to believe that no one and nobody cared a damn that she was raped and was subsequently bullied for trying (pointlessly) to seek justice from a Provincial Government more interested in protecting itself than any child in its charge.
