  33. [12:30:07 PM] Acting Secretary C. Sörgel P.: The election of the Party Secretary is next. We have one candidate: Adam von Friedeck.

  35. [12:35:55 PM] Acting Secretary C. Sörgel P.: Now we will hear the platform and ask questions of the candidate for the Party Secretaryship, Adam von Friedeck.

  37. [12:36:30 PM] King Adam: Thank you, Mr. Acting Secretary.
  38. [12:37:14 PM] King Adam: My goals are twofold: to build Sandum democracy, and to continue the progress of the past year.
  39. [12:37:54 PM] King Adam: Earlier this year, I articulated my four Points for Progress, which were later expounded upon by the Honourable S8gm8.

  42. Make the Sôgmô more accountable to the Sandum people through the Party
  43. Democratize the Party by improving pluralism
  44. Use the Party to help incorporate new citizens into Sandum society
  45. Involve more citizens in cooperatives to help fulfill the 2015 Economic Goal
  46. [12:39:23 PM] King Adam: My platform, considering today's proposed changes, has changed only very slightly. I support the active role of the Party in Sandum democracy, but wish to use the position of Party Secretary to transfer power to the proposed Council of citizens.
  47. [12:41:05 PM] King Adam: To build democracy, I shalll make the Party more inclusive and active in advising the Office of the S8gm8. In addition, I shall promote and assist in the development of our direct democracy.
  48. [12:42:01 PM] King Adam: To continue past progress, I shall support the continued cultural endeavors of the Collegio Sacerdae and the S8gm8, and shall make the Party an active player in the development of the national economy through the cooperative system.
  49. [12:43:07 PM] King Adam: In all my actions, the needs of the people will guide me, for it is the Sandum citizens who own their fate.

  55. [12:45:46 PM] Acting Secretary C. Sörgel P.: "What is the purpose of an economy on such a small scale?" Comrade von Friedeck, would you like to answer?
  56. [12:46:27 PM] King Adam: There are multiple purposes to a micronational economy, Citizen.
  57. [12:46:58 PM] King Adam: One is to build national identity through production in the name of our state.
  58. [12:47:35 PM] King Adam: Another is to become more self-sufficient. This is done by reducing reliance on external sources of food, handicrafts, and so forth.
  59. [12:48:30 PM] King Adam: An economy also provides services to the citizenry in a way that is both personalized and communal.
  60. [12:48:52 PM] King Adam: Finally, it is a source of cooperation with other states of our class.
  61. [12:49:26 PM] King Adam: The Saint Josephsburg Economic Pact, for example, of which Sandus is a member, has provided trade opportunities, but has also increased political and social cooperation between its member states.

  66. [12:51:39 PM] Acting Secretary C. Sörgel P.: How will you work to transfer power from the Party and the S8gm8 to the direct democratic council? In other words, what actions or behaviour will you take to encourage democracy and prevent autocracy?
  67. [12:53:07 PM] King Adam: I willl use my role to enforce the primacy of the popular will over the meritocratic Party and aristocratic Monarchy by mediating the Party's will with that of the people, and by ensuring the observance of the Council's decisions by the Office of the S8gm8

[12:57:44 PM] Akhil Indurti: I understand that an economy such as ours needs to find its niche export to identify itself, but how will you promote our intellectual exports, such as research in academic areas. I feel that that is something which can very easily recognize Sandus and differentiate it.

  75. [1:00:32 PM] King Adam: When I visited Sandus in my capacity as King of Uberstadt, one topic of discussion with the S8gm8 was the establishment of a center for micrpatriology, or the academic study of micronations.

  77. [1:01:10 PM] King Adam: Also, I wish to see a reactivation of the Collegio Sacerdae, especially in the area of research and publication on cultural topics.

Sörgel P.: Legislative Discussion includes discussing: (1) the «Building Democracy & the Council» Plan; (2) the Direction of the Economy; (3) Building the Sandum Culture; (4) Citizens’ Activity; and, (5) Citizens’ Concerns. Citizens’ Concerns include: (1) System of Values linked to the Sandum Philosophy; and, (2) Improved Socialisation of Sandum Values.

  93. 1. Restore former Civila requirements (done)
  94. 2. Form the Kremlum Sandus State College into an education institution for Winter and Summer (done)
  95. 3. Devolve the Party from democratic power and create a Democratic Council (requires referendum)
  96. 4. Renew and Rebrand the Party.
  97. 5. Make requirements of Party Membrs
  98. 6. Establish monthly votes in the Council, and
  99. 7. Hold seasonal meetings of the Council
  100. [1:10:37 PM] Acting Secretary C. Sörgel P.: This Council would create for Sandus the third and final statal pole for the formation of our republic.
  101. [1:11:12 PM] Acting Secretary C. Sörgel P.: Republics require three poles between elements of monarchy, oligarchy or meritocracy, and democracy.
  102. [1:11:44 PM] King Adam: M. Acting-Secretary, which sense of a republic is used here?
  103. [1:11:51 PM] Acting Secretary C. Sörgel P.: A classical republic.
  104. [1:12:54 PM] Acting Secretary C. Sörgel P.: All classical republics, according to Polybius, a Greek historian from the 2nd century BCE, wrote a book in his "History" volumes on republics.
  105. [1:13:22 PM] Acting Secretary C. Sörgel P.: Let me prepare a few quotes for you, Comrade.
  106. [1:14:27 PM] Acting Secretary C. Sörgel P.: The three kinds of government that I spoke of above all shared in the control of the Roman state. And such fairness and propriety in all respects was shown in the use of these three elements for drawing up the constitution and in its subsequent administration p297that it was impossible even for a native to pronounce with certainty whether the whole system was aristocratic, democratic, or monarchical. This was indeed only natural. 12 For if one fixed one's eyes on the power of the consuls, the constitution seemed completely monarchical and royal; if on that of the senate it seemed again to be aristocratic; and when one looked at the power of the masses, it seemed clearly to be a democracy. 13 The parts of the state falling under the control of each element were and with a few modifications still are as follows.

  108. [1:15:39 PM] Acting Secretary C. Sörgel P.: According to Polybius, there is a natural degeneration of political systems as a result of the differences between the three poles of political systems: monarchy, aristocracy, and democracy.
  109. [1:16:06 PM] Acting Secretary C. Sörgel P.: These three forms of government often degenerate into negative qualities: tyranny, oligarchy, and mobocracy.
  110. [1:16:50 PM] Acting Secretary C. Sörgel P.: According to Polybius, this cycle — called anacyclosis — is delayed by a republic, in which the three positive elements of those political systems are utilised.
  111. [1:17:19 PM] Acting Secretary C. Sörgel P.: In Sandus, we have the S8gm8, the Party, and - if this plan is approved by the Party - the Council.

  118. [1:20:59 PM] Akhil Indurti: Are the seasonal meetings the only chances for discussions with the elected officials? I think it's great, but how much of a gap is there between the time of the monthly votes and the seasonal meetings?
  119. [1:22:07 PM] Acting Secretary C. Sörgel P.: The plan specifies that the Pagan holidays on the Wheel of the Year (Samhain, Yule, Imbolc, etc....) would be the days on which the Council would meet. There are 8 of those quarter and cross-quarter days, as they are called.

  121. [1:22:40 PM] Acting Secretary C. Sörgel P.: The plan can also be amended to approve of meeting on the full moon. That would provide approximately 13 meetings in a 12-month year.
  122. [1:22:56 PM] Acting Secretary C. Sörgel P.: That way, the Council will meet more often.

  124. [1:23:03 PM] Acting Secretary C. Sörgel P.: You're welcome.
  125. [1:23:37 PM] Acting Secretary C. Sörgel P.: And, actually, that was what I was going to ask the citizens assembled here: which meeting schedule is preferable? The Pagan Wheel of the Year or the Full Moons?
  126. [1:24:19 PM] King Adam: I am in favor of the full moon schedule. That gives the citizens a chance to meet in council more frequently, even if the amount of business per meeting is lesser.
  127. [1:25:08 PM] Akhil Indurti: How can we extend discussion to social media?
  128. [1:26:28 PM] Acting Secretary C. Sörgel P.: There is a State of Sandus facebook group, reserved specifically for Sandum citizens and closed to other micronationalists.
  129. [1:27:10 PM] Acting Secretary C. Sörgel P.: I believe that questions and legislative discussion can take place there, certainly, and I can also do more as S8gm8 to make sure that actions are discussed in public, in that group.
  130. [1:27:50 PM] King Adam: Which is more convenient for the most citizens? A Skype venue or Facebook?
  131. [1:28:45 PM] Acting Secretary C. Sörgel P.: I believe that Facebook would be best used for out-of-assembly conversations, but I believe that the Council should meet on Skype.
  132. [1:28:54 PM] Acting Secretary C. Sörgel P.: Or, we should find an alternative.
  133. [1:30:00 PM] Acting Secretary C. Sörgel P.: Does that sound acceptable?
  134. [1:30:11 PM] Acting Secretary C. Sörgel P.: Any objections to that?
  135. [1:30:44 PM] King Adam: One thought I have is that Facebook enables threaded conversation, which may be more convenient if there are availability issues during a live meeting on Skype.
  136. [1:31:18 PM] Acting Secretary C. Sörgel P.: And we do have a citizen who currently lives in Japan.
  137. [1:31:56 PM] King Adam: We could even create a separate Facebook group.
  138. [1:32:38 PM] Akhil Indurti: I actually like the idea of a threaded conversation. In fact, I have access to a medium called discourse, which is a rebuild of the forum from the ground up. Best of all, it is completely regulated by its citizens. http://www.discourse.org/
  139. [1:32:45 PM] Acting Secretary C. Sörgel P.: I believe we should also keep meetings to Skype, but (1) post transcripts and (2) hold votes in the Council through another medium, such as on a forum.

  142. [1:33:55 PM] Acting Secretary C. Sörgel P.: We can look into Discourse. Looking at it now, it may be an interesting addition to the Council.

  145. [1:35:16 PM] King Adam: I wonder why the meetings should remain on Skype.
  146. [1:35:44 PM] Acting Secretary C. Sörgel P.: You can disagree — we will vote on whether or not they should after legislative discussion is done.

  151. [1:37:53 PM] Acting Secretary C. Sörgel P.: If we have a forum, we will need instead a moderator.
  152. [1:38:31 PM] Acting Secretary C. Sörgel P.: I think we ought to move to a forum and scrap the Skype meetings.

  154. [1:39:24 PM] Acting Secretary C. Sörgel P.: But, if we have a forum, I believe that there should be two moderators: the S8gm8 and an individul elected by the Council.

  156. [1:42:48 PM] Akhil Indurti: I like that idea. I would like to say that because Discourse is built so intelligently, it will automatically assign different ranks/statuses in the forum for individuals who partake in it. Those different ranks allow people to influence posts in different ways. That makes quality discussion a lot easier, when the community itself has the opportunity to moderate itself
  157. [1:43:45 PM] King Adam: I disagree with that system for Sandus. We will be meeting as equals in the Council; elected mods are the best option.

  159. [1:44:20 PM] Acting Secretary C. Sörgel P.: If we elect moderators now, it will be that - in the future - moderators will be slightly unnecessary.
  160. [1:44:39 PM] Acting Secretary C. Sörgel P.: They will still be elected, but the exercise of their power will become second place.
  161. [1:45:04 PM] Acting Secretary C. Sörgel P.: As the forum grows, it will need moderators to spur discussion, but in the future that won't be necessary.
  162. [1:45:40 PM] Acting Secretary C. Sörgel P.: Of course, there are exceptions: the moderators in the future will still be able to enforce restrictions on offensive language and other such things.

  164. [1:48:51 PM] King Adam: Before we move on, I would just like to say that either a traditional forum or a Facebook group would be the most effective venue, in my opinion.

  167. [1:51:16 PM] Akhil Indurti: I think Facebook is great for our situation, especially to gain traction for new citizens and socializing our output/successes as a nation. However, in terms of the technical aspects of navigating through posts, differentiating between topics, and moderation, the deep discussion may well take part on a forum. After all, the origin of the word forum is for just that.
  168. [1:53:08 PM] Akhil Indurti: They may in fact both come into use. It all depends on how things settle in over time. It is hard for us to say how others would like to interact on each medium. In fact, people may not want to take part in a forum because of their preconceived notions on what a forum is. However, discourse is completely rebuilt, and nothing like the current forums that were actually built about 20 years ago.
  169. [1:55:06 PM] Acting Secretary C. Sörgel P.: I just want to say that this Party Congress will approve the plan for the Council, but it's the first of three steps.
  170. [1:55:55 PM] Acting Secretary C. Sörgel P.: We will still have to ratify the plan at the Winter Solstice election in December 2014 and then we will have to put the Council into practice.

  179. [1:59:16 PM] Acting Secretary C. Sörgel P.: Comrade Secretary-elect, would you like to speak on the direction of the economy, as you discussed this in your platform?
  180. [2:01:04 PM] King Adam: I wish to see more citizens become engaged in the economy through participation in the cooperatives. This can be done by choosing items and methods of production which are attractive to the citizens, while still supporting national development.
  181. [2:01:42 PM] King Adam: I would like to see a greater emphasis on handicrafts, as those are easier projects than agriculture for a people with large distance between citizens, and more likely to be sellable abroad.
  182. [2:01:51 PM] King Adam: Improving agriculture would, of course, remain a goal.
  183. [2:02:45 PM] Acting Secretary C. Sörgel P.: And how do we all suggest we make citizens more engaged in the economy? And, likewise, should that engagement be open to non-full citizens, such as peregrae?
  184. [2:03:14 PM] King Adam: Naturally, all citizens should have the right to participate in cooperatives. That will be part of it.
  185. [2:03:46 PM] King Adam: We should identify the skillsets of all levels of citizen, so we can choose projects that use the skills of everyone who wishes to support the state.

  187. [2:04:46 PM] Akhil Indurti: Who is choosing the projects?
  188. [2:05:10 PM] King Adam: I would say each cooperative, in accordance with the general guidance of the Council.
  189. [2:05:35 PM] Acting Secretary C. Sörgel P.: My comment is that the future democratic Council can increase the accountability of citizens.
  190. [2:05:59 PM] King Adam: So a gradual transfer of decision-making to the grassroots level.
  191. [2:06:05 PM] Acting Secretary C. Sörgel P.: And, likewise, Erganê Artisanal Cooperative can be a general economic cooperative for citizens' projects.
  192. [2:06:34 PM] King Adam: Tellus and Erganê are the only two economic cooperatives, correct?
  193. [2:06:37 PM] Acting Secretary C. Sörgel P.: Indeed.
  194. [2:07:41 PM] King Adam: I submit that Tellus have greater central regulation, as its production will likely remain centralized. Erganê can be used for projects by individual citizens as well as joint ventures by multiple citizens. Of course, it could also produce on a national scale, as Tellus does.

After all, it is not very difficult for another nation to create the same physical exports, but to foster the same intellectual exports is a whole different thing. That is something that is very hard to replace, because those intellectuals could only exist in the State of Sandus. Just imagine if we had discoveries and studies done in the name of our nation. That’s what I plan to do with all of my mathematical publications.
