(It was perfectly explained in tiny little sections over like 70 hours of gameplay) The Angelus project directly pertains to Lloyd's Exsphere. It was a project trying to turn an exsphere into a cruxis crystal because they were starting to run out apparently. It's also the reason Alicia was killed and Presea's emotions were subdued. Lloyds Exsphere eventually turned into a Cruxis Crystal. The angels in this game aren't really angels, they're humans and half elves that used cruxis crystals to look like angels.
