It seems to be a computer simulation program  created by Drs. Light and Cossack to test the hypothetical combat capabilities or robots that they've encountered in the past; specifically, Dr. Wily's robots. I've seen it in action; it has multitudes of locations programmed into it,

This is where I can safely carry out my plan to get rid of THEM once and for all, allowing a new age to begin. So has Dr. Light, Dr. Cossack, Mega Man, Roll, Kalinka and Proto Man. I've found a suitable place to hide out while I gather my power, and it's called the Prototype.
