  3. General Rules:
  4. Game Settings: 3 Stocks, 8 Minute Time Limit. Best of 3 Games. Finals are Best of 5.
  5. Items are off/disabled.
  6. Stalling is banned. (We still don't know what moves stall, if any.)
  7. Pause option is off/disabled in the game menu. If left on, accidental pausing mid match forfeits a stock if elected.
  8. Players may not choose any stage they have won on during a set, unless agreed by both the player and their opponent.
  9. If a match's time limit runs out, a tie is determined by most stocks, and then if still tied, by percentage. If percentage is tied, the match is fully replayed.
  10. Mii Fighters are legal.
  11. Custom Moves are legal. (This still needs some thought from the community.)

  14. Battlefield
  15. Yoshi's Island (Brawl)
  16. Arena Ferox
  17. Prism Tower/Luminose City
  18. Tomodachi Life

  20. Counter-Pick Stages:
  21. Final Destination / Any Stage with an FD Form
  22. (FDs might want to be a counter pick so every match of a set isn't played there. Some characters benefit off platforms and FDs would not be fair for them.)

  25. Possible other Stages for Consideration:
  26. Tortimer Island*
  27. Reset Bomb Forest*

  29. Tortimer Island has exploding fruit and the water on the sides of the stage which you fall though make the sides of the stage almost invisible. Reset Bomb Forest has a transformation and one small stage hazard on the bottom that hits players upwards with large amounts of knockback. It's platform design on the second transformation may be awkward for competitive play.

  31. One thing that needs to be considered when the base ruleset is made is that Smash 4 just came out. We don't know the 'kill moves' just yet, and we aren't doing the right options right now. The game is going to get MUCH faster when we see the game is played with the right options. Some people have said Smash attacks should be killing earlier, and they are the problem, but I believe this is not the case. Smash attacks have not always ment to kill. Take Young Link as an example in melee. He has a nice D-Smash that kills, but the F-smash - which first hit doesn't kill - can be used to set up some other options. The same thing could be interpreted in Smash 4.
