  10. My name is Mark McGrath and I was a four term councilman until being termed out and am now running again. The city of Troy has an appointed Planning Board commissioner Barbara Nelson who recently was appointed executive director of TAP which is an architectural firm that does business with the city.I spoke briefly with Deputy Mayor Peter Ryan and advised him of this ethical quagmire and advised him "she had to go". He agreed and said " they're working on it{?}". Ms. Nelson just sent out the agenda for the October meeting which proves this issue has either not been addressed or Ms. Nelson has refused to leave. It seems no one at Troy city hall has the ethical fortitude to address the blatant violation of the ethic laws. I would ask for a response and also share any contact you have with Troy's administration. Below is a description of TAP and their internet site address so you can view the number of times they've worked-contracted with the city of Troy. Thank you.

  26. TAP provides design, architectural, planning and graphic assistance to low and moderate income individuals and non-profit organizations. TAP disseminates information on programs instituted for the benefit of the targeted population and acts as advocate for such persons on planning decisions.

  28. TAP’s activities are focused on the city of Troy, although projects have been undertaken in surrounding locations.
