  16. Cannot attack the turn it is Summoned. While you control "Toon World" and your opponent controls no Toon monsters, this card can attack your opponent directly. Neither player can add cards from their Deck to their hand except by drawing them. During either player's turn, when your opponent would Special Summon exactly 1 monster: You can send 1 Thunder-Type monster you control to the Graveyard; negate the Special Summon, and if you do, destroy it. You can only use this effect of "Thunder King Toon-Oh" once per turn.
