OM suggestion: speed tie metagame

Rules:
 - every pokemon will have a total speed equal to 50*, regardless of any base speed, IVs/EVs and level (including mega-form) *minimum number to maximize damage of gyro ball and electro ball
 - speed boost/drop move/ability, choice scarf, quick claw, lagging tail and priority are allowed and still worked like normal
 - standard gen 6 ou clauses and mods

Banned:
 - standard gen 6 ou banlist
 - unbanned blaziken
 - banned ability: speed boost
 - banned item: blazikenite
