INTRODUCTION​
Civil Protection is a Benefactor-engendered bloc consistent of outfitted citizens who function as governmentally legitimized thugs who operate under and for the demands and best interests belonging to none other than that of the Universal Union through the Combine Overwatch. This collective of individuals have been either proselytized and subsumed into their localized Civil Protection functionary as a result of pre-war knowledge or understanding of police functions, or have voluntarily joined the ranks for the amelioration of their loyalty or considered social status, and to act as a provisioner to whatever remnants of family that they may have.

 The societal regimes put into effect by the Universal Union could not have happened without the collectivization and institution of the Combine Overwatch, of which Civil Protection makes up about a third, alongside the Transhuman Arm or Augmentation Force, the AirWatch reinforcement functionary, and synthetic operatives (striders, hunters, etc.). Utilizing assistance from both synthetic and AirWatch mechanisms, Civil Protection works in a tight-knit manner to prosecute refuseniks and dissenters of Benefactor policy alike.

 Members of Civil Protection are clad in the same standard-issue garbs so as to ensure and maintain proper upkeep of a distinct familiarity of anonymity. They all don the same white gasmask alongside identical uniforms to maintain this level of anonymity - each individual uniform has been outfitted and carries multiple countermeasures installed to assure loyalty to the Universal Union; likewise to its policies. This ensures that units are kept under an equalized and constant basis of scrutiny so as to make it as difficult as possible to 'trick' or 'cheat' the system - to make sure that they remain complacent; blind and compliant to the Union's red herrings, to the benefit of the Overwatch and the government as a whole.

 The persons who have volunteered to place themselves under reign of the Universal Union as constituents to maintain and enforce policy undergo a varied amount of socio-psychological damages that do leave a mark in a person's given psyche. In order to cull or even completely nullify these effects, Union-allocated 'memory-replacements' are dispatched to those in need of such. As much as these procedural 'fail-safes' are issued, only mental and psychological changes take effect - there are no physical biological modifications or 'augmentations' performed on them.

 Do note that those assigned to their local functionaries of Civil Protection undergo no training and are simply planted on the field from day one - in turn, this makes the risk of assault from those split apart from the state easier to pick on those new. However, new proselytes are sure to pick up on new 'protocol' as they go through their first day, and will build up 'defenses' against such things. Above all, should they fail or refute given directives issued to them by the Overwatch Dispatcher, they may be tagged to be 'deserviced' or removed from duty; killed.

Гражданская Оборона – часть общества, состоящая из граждан, которые действуют в соответствии с требованиями и интересами Союза Вселенных через Надзор. Эти люди попали сюда либо из-за своих довоенных знаний и понимания работы полиции, или же они вступили в ряды ГО добровольно, дабы улучшить свой статус лояльности и защитить остатки своей семьи.
Общество, построенное Альянсом, не могло стать таковым без коллективизации и насаждения Патруля. Силы ГО составляют лишь его третью часть, наряду с Трансчеловеческим Подразделением, Воздушным Патрулём, приданным в усиление ОТА, и синтетами.  Таким образом, силы ГО тесно связаны с остальными подразделениями Патруля, что позволяет эффективно преследовать недовольных политикой Покровителей.
Сотрудники ГО одеты в одинаковую униформу, дабы обеспечивать и поддерживать анонимность. Они носят одинаковые противогазы со встроенными вокодерами для изменения голоса, что также способствует унификации и стандартизации. Это делается для того, чтобы члены ГО не могли обмануть систему, чтобы удостовериться в их слепому повиновению приказам Патруля и Альянса в целом.
Люди, пожелавшие служить Альянсу, прошли через психологическое потрясение в результате Семичасовой войны. Дабы уменьшить воздействие последствий установления режима Альянса на психику человека или даже полностью свести его на нет, Альянс практикует процедуру так называемой «замены памяти» тем, кто в ней нуждается. Благодаря этому, в силу вступают только психологические изменения – сотрудников ГО не подвергают биологическим модификациям.
Стоит отметить, что сотрудники ГО не проходят какой-либо подготовки, и выходят «в поле» начиная с их первого дня службы, что делает их лёгкой целью для бунтарей. Несмотря на это, большинство новичков довольно быстро схватывают на лету так называемый «протокол» в первый день, и в будущем строят «защиту» против таких вещей. Не стоит забывать и о том, что за нарушение или невыполнение приказов диспетчера Надзора, тот имеет право отметить сотрудника как «непригодного к службе». Иными словами, этого сотрудника убивают.
