NPCs
   - "Idolaf Battle Born is a nord warrior". Didn't seem so. Now he uses a steel sword, is level 20 and uses perks.
   - It's incredible that these NPCs have such pathetic stats/spells. I changed that. They were given perks and/or spells that reflect their titles.

   - Miraak:
       Minimum level of 50
       Uses more shouts. He also uses the player version of unrelenting force, which can send enemies flying from the top of the summit.
       At levels:
         60+: Will use a teleport ability, similar to Orchendor.
         70+: he gets a right hand lightning storm spell, similar to the one Zahkriisos uses.
         90+: he gets another version of the same spell, but can DUAL CAST it with both hands.


    - Ulfr the Blind is now truly blind. In a similar manner to falmer. So it is easier to sneak past him.

Items
   - Okin and Eduj deal 25 points of frost damage per second for 3 seconds (it was 10 points for 1 second). They cannot be disenchanted.
   - Red Eagle's Fury has infinite enchantments. Deals 10 points of fire damage per second for 3 seconds.
   - Red Eagle's Bane has infinite enchantments. Removed the enchantment that didn't make sense. Now it does 20 points of fire damage per second for 3 seconds.

Bugfixes
    Fixed:
	- the exploding chicken bug
    - Court wizards not selling enchanted items
    - Blacksmiths selling few stuff
	- Blacksmiths selling ebony arrows
    - Sergius Turrianus not selling anything
	- DLC bosses healing too fast



Misc
    - Added enchanted jewelry to the enchantment sellers
	- minor hold & town blacksmiths sell less stuff than major city blacksmiths (solitude/windhelm/whiterun sell the most)
	- Blacksmiths start selling Nordic weapons/armor at level 25/26

    - Nelacar sells some (few) enchanted items
    - Neloth & Hamal are master trainers in enchanting, so it makes sense that they sell enchanted stuff.
    - Madena, like the rest of the court wizards, also sells enchanted stuff. But since she's from a minor hold, she sells less.
	- Hamal and Neloth also sell the new utility items added by this mod.

    - Gunmar, Eorlund Gray-Mane and Hestla sells more stuff
    - Arnskar Ember-Master focuses on bows, arrows, light armor, swords and daggers now. He also sells plenty of lockpicks.
    - Sorine Jurard sells dwemer scraps. Removed some items from her vendor chest that didn't make sense.

    - Implemented the Melee Weapon Range Fix using USLEEP 3.0.4a as a base. This in comparison fixes the bugs related to racemenu. I also tweaked Falmer as well so now they have the same unarmed reach as the other races.
