ok, 1960 Operation Northwoods, Lyman Lemnitzer Chairman of the Joint Chiefs of staff was afraid Kennedy was going to wimp out and not go after Castro in Cuba, drew up Operation Northwoods, brought it up the chain, Joint Chiefs signed off on it, presented it to McNamara (Secretary of Defense) who said, "No, I don't think so." So it didn't happen; but, this is what they were ready to do: they were going to sink boats coming from Cuba and blame it on Cuba (refugee boats), they were going to dress Americans up in Castro uniforms and shoot at soldiers in Guantanimo Bay, and they were going to explode terror bombs in American cities. And, the quote from the document is, "as the body count rises Americans will demand that we invade the island and restore democracy."
