Actually, you'll find a "portable" version of WinSplit on our download page (a single zip file).
Here are things that can help you :
WinSplit is run in a portable mode if it finds its settings files in the directory of the executable. If the settings files are not founded in this directory, they are written in the "classic" user's datas file (%APPDATA%\WinSplit Revolution\)
It makes an access to the registry to set (or to unset) the option "Launch with Windows"
It makes another access to the registry to read the "Active Window Tracking" functionnality state (and to modify it if the user changes this option)

I had contacted about two years ago regarding this, and hadn't heard back, so I'm asking again.

I am a developer at PortableApps.com, and am interested in redistributing WinSplit as part of our directory of Portable software. Accordingly, I would be packaging it in the PortableApps.com Format, which allows us to backup user's settings the same way for all applications we release.
