I would ask if he knew the rules about names, if he said yes, I ask him why he broke this rule, and then most likely warn him since he the rule and have him re spawned with a Different name for this Character. If he did not, I would ask him to cyro his character and have him re spawned then point towards the direction of the rules and let him know our Community does not support things of that nature, as Famous people's name, throughout history

next question. a player ahelps claiming that they have been thrown into permabrig for no reason, what do you do?

I would ask them what happened, What were they told the reasons they were brigged, after they answered that, I would then go to the Warden/HoS because they will most likely know the reason why they were brigged, and If they were brigged for breaking regulations that count for a HuT, I would let them that is a HuT Issue, and that Security can do that, and chat with them a bit to calm them down. If it was a issues where it was not a regulation, when broken to be HuT, I would speak with the HoS/Captain/Warden to fix the issue, and give the appropriate time for what happened

lets say its deadhour and its just you on with about ten people or so. you're alt-tabbed and not really paying attention when suddenly  you logs of lethal weapon fire being exchanged between two people. One of them is a server regular and the other is a ckey you dont recognize. how do you respond to this situation?

I would probably winded them both and make a announce to stop RP with these character and discuss with them what happened, after doing that, I would ask if they knew the servers rules, (I would not assume that Regular knows the rules, but they most likely would) And I would see who started it and why, If the Regular started it, I would warn with self antagging. If the new guy started it, I would speak to him about why is this against the rules and warn him aswell. But I make sure I understand the issue, Later I would confirm the actions with a Moderator or Administrator to make sure it was the best course of action at the time. If it was not, It can be fixed, but in the moment that is what I would do

I would tell them that this is not the to handle it as  'IC Duel' if they want to fight, they can box on the holodeck, But gunning each other down in the hallways would still be self antagging, which is frowned upon here

You dibs an ahelp about a player claiming someone is powergaming. you jump over to the person in question and find out they are currently engaged in a firefight against a nuke ops team. when you examine them you find they have outfitted themself with the strongest weaponry availible to their job. (a laser cannon for a scientist, a bulldog shotgun and armor for the QM etc etc). they appear to be winning the fight. what do you do?

This one I am not too sure about... but... I would wind all people involve to stop the fighting.. and ask the person who is acting out of their Role why are you engaging. I would speak to them about FearRP, and discuss with him why he shouldn't being Rambo like Evans. and I would speak to the Antags about how this engagement starts, as well as the Person in question. And I would then warn the person in question with Lacking FearRP and Validhunting

Evans has improved, He still makes his mistakes, and has his Kinks. As I do. But both me and my characters are improving. I personally believe we are better than what we were a month ago and I believe, my characters and I will continue to improve. The Sky is our only limit
