EU4 Rates & Stuff

Some of the first rate power options have an -OR- associated with them. In these cases, the player can select which nation they wish to play as. This is usually used when the alternate nation is normally conquered by or PU'd by the original choice, but is still powerful enough to qualify as a power in their own right if they manage to avoid this fate.

When it comes to the filling up the nations, making sure all of the first rate powers are filled up is a priority; if there are not enough players to fill all the first rates, then remaining players will be sorted into the first rate powers starting with the weakest available at that point.
