- A move is not broken if:
- a) it is necessary for the CAP to function correctly AND
- b) it is balanced, in that it does not push the CAP’s offensive or defensive capabilities to an extreme
- Conversely, a move IS broken if:
- a) it is NOT necessary for the CAP to function correctly OR
- b) it is NOT balanced, in that it DOES push the CAP’s offensive or defensive capabilities to an extreme
- A weaker move, assuming the stronger is balanced, is sufficient if:
- a) it reaches the required power floor mandated by threatlist AND
- b) there is sufficient evidence that the stronger move’s power is unneeded
- Conversely, a weaker move, assuming the stronger is balanced, IS NOT sufficient if:
- a) it does NOT reach the required power floor mandated by threatlist OR
- b) there is NOT sufficient evidence that the stronger move’s power is unneeded
