I would message them, asking them what they're doing in a fairly friendly manner. Depending on the response I could tell them of how this is a RP server and so on, and the proper things to do, and if they didn't know or don't care, I'd recommend them elsewhere. if they wished to RP, I'd lead them through it. In the event of no response or something of the kind, and they continuedin their actions, I would then freeze them (Or get someone else to, I'm not sure of the perm limits on Aurora) and message them in a more firm manner.
Actions further than that would depend.

I would tell them the point of an assistant is to go and help specific people in the ways they tell them to, and then I would further question how dragging a welder and tank around is helping.

Well that's a case of powergaming, and I would tell them as such and they should return it back and attempt to find some work to do, maybe to ask the captain or someone in engineering if they want help.

Alright, next question. You recieve an adminhelp from a regular player on the server stating that they have been permabrigged for no reason, and that the officer that moved them in never said anything.

I would tell the person that I'll go speak to the officer in question, then PM the officer and ask them about the situations surrounding the arrest, including the reason and why they did not say anything to the prisoner.

Officer says that the Warden told them to arrest them, however, the Warden fully cryo'd already. No way to find out who he was, no admins online to check.

There's no warrant nearby, officer said the Warden never told them why, he thought that the Warden wrote a warrant and had a legit reason.

I would tell the officer it's their call on whether to release the person, but would advise he does so. I would then put a note on the Warden's account saying that he should be talked to whenever possible, with some information on the reasons for why.
I could also check the logs to see if I can find something, but eeh.
